Despite protests of staff of college to the persons conducting illegal construction, it wasn't succeeded to suspend their illegal actions. Only after the intervention of the relevant bodies of executive power, unauthorized building was demolished and the area has been returned to the College. Citizens who claim the territories of teaching and educational establishments, unequivocally should accept, that such unhealthy tendency breaks constitutional laws of students. And after that, in the framework of the legislation of the Republic of Azerbaijan will continue strong measures against cases of embezzlement of the territories educational institutions.

The Festival organized by the Ministry of Education, attended the school teams representing districts of the capital, Gandzha, Sumgait, Mingechevir, Shirvan, Sheki, Lenkoran, and as well as other cities and regions. For participation in competition which will last 5 days, were registered 396 school students from 66 cities and districts. 198 from the registered school students - girls. Competitions are held according to the Swiss system. Each team consists of 6 people -3 boys and 3 girls aged 7-14 years. The Deputy Minister of Education Jeyhun Bayramov who has made a speech at the opening ceremony, noted that every year the country hosts a variety of events dedicated to the anniversary of national leader of the Azerbaijan people Heydar Aliyev, including traditionally held competitions in chess among high school students. Approved by the appropriating Order of the President of the country "State Program on development of chess in Azerbaijan in 2009-2014", has opened considerable opportunities, from the point of view of, maintenance in the country of popularization of this oldest sport, expansion of a network of chess establishments and strengthening of their material base, formation in this area of highly qualified specialists and increases on international scene of prestige of Azerbaijan as chess country. For information we will note, that now tens of thousands of school students study the mysteries of this intellectual game at 66 children-youth chess schools, subordinated to the Ministry of Education. In 2013, the students of children's and youth chess schools in republican competitions have won 41 medals, and at the official competitions of the European, world and international level-11 gold, 7 silver and 5 bronze, as a whole -23 medals. 15 of 22 international grand masters about the country, 7 of 14 masters of sport of the international category, 79 out of 100 Azerbaijani chess players included in the international and world rankings, are graduates of the chess schools which are directly functioning in an education system. Every year, at held republican competitions in different age categories the first places, and at competitions of the international level more than 80 percent of permits are won by students of the chess schools which are in submission of the Ministry of Education. Considering a significant role of this sport in development of mental and intellectual level of school students, starting with the 2012 year in 2 classes of the secondary schools selected from each district and the city, as a pilot project started teaching chess lessons. Now in the 2nd, 3rd and 4th classes, more than 500 secondary schools are teaching chess lessons.

Discussions at the Forum, covered the priority directions in systems of higher education in Azerbaijan and France and ways of promoting cooperation between educational institutions of the two countries. Speaking at the ceremony, the Rector of the University ADA Hafiz Pashayev said that the aim of the Forum is to obtain more complete information about the higher education establishments in France. Stressing the importance of the Forum, Rector of ADA expressed hope that Azerbaijan and French students will derive from this action benefit for themselves and will draw the corresponding conclusions. Hafiz Pashayev has told about the communications constructed on sincerity between our people and the countries, about effective cooperation in political, economic and cultural spheres. Hafiz Pashayev has noted a high level of attitudes between our countries and has emphasized, that the ADA university expands frameworks of cooperation with universities in many countries. Speaking at the event, the Deputy Minister of Education Jeyhun Bayramov described the projects in education system of Azerbaijan, the state care of the Azerbaijani youth which is training abroad and about works, carried out in this direction. The Deputy Minister declared that education development – is one of the priorities of the country's leadership. As well as in other areas, in education sphere of Azerbaijan realize important projects and long-term state programs are prepared. The Minister of Education noted, that “The State Program for the education of Azerbaijan youth abroad in 2007-2015”, approved by Decree of the President of Azerbaijan Republic Ilham Aliyev from April 16, 2007 year is successfully realized. To this day within the State Program providing creation of uniform system in the direction of education of the talented Azerbaijan youth abroad, 2612 young Azerbaijan people are sent abroad for training in the advanced higher educational institutions of the different countries of the world. In General, the measures which are carried out in an education system, along with the economy development, also play an important role in the formation of a strong human resource capacity. The Extraordinary and Plenipotentiary Ambassador of France in Azerbaijan Pascal Meunier touched upon the issues of expanding cooperation between our countries in education, and from the point of view of future development of these communications, has emphasized an indispensability of the periodic organization of similar actions. Having emphasized that France is resolutely adjusted on expansion of cooperation with Azerbaijan, the Ambassador noted that nowadays there are great opportunities for joint collaboration. At the event, between University of the ADA and IESEG School of Management has been signed a Memorandum of Mutual Understanding. Forum continuation is provided on April 5, by an educational exhibition. At an exhibition students will receive the information on training opportunities in France, about grants available nowadays. At the same time, the Forum will be followed by a meeting with the Azerbaijan graduates of higher educational institutions in France.

It should be noted that, in the “State Strategy for the Development of Education in the Republic of Azerbaijan”, approved by the Order of the President of Azerbaijan Republic Ilham Aliev from October 24, 2013 year, reconstruction of a content of the general education in accordance with the concept of advanced international experience, and the concept of progress of the country, as well as the creation of a competency-based, student-centered educational content is stipulated. As a component of this work, with a view to ensuring more effective organization of process of an assessment of the new textbooks for secondary school curriculum, on the basis of Decree No. 252 of the Ministry of Education from February 27, 2014 year approved "Regulations on Council for the Assessment of Textbooks”. In accordance with the Regulation, the competition declared with objective of definition of structure TAC (Textbooks Assessment Council), was completed on 18 March. Created with a view to determining the composition of the TAC, the Working Group, chaired by the Deputy Minister of the Education Jeyhun Bayramov has considered documents of applicants who have addressed for participation in competition, has been defined the new structure of the Council and approved by Decree No. 385 of the Minister of Education dated March 3, 2014. Having greeted participants of a meeting, Minister of Education Mikayil Jabbarov has paid the basic attention to reforms which will be undertaken in area of a content of education in the state strategy and has told, that maintenance of a transparency and objectivity of the assessment process and the expertise developed in this direction, the new general educational textbooks has the vital value for an education system. Minister has noted, that in this business the greater responsibility lays down on TAC and has expressed the hope that the specialists in the new line-up, successfully cope with this important task.  Then, Minister of Education has informed participants of a meeting on the steps undertaken in this field for the last time and planned for the future, made his recommendations and has wished good luck to the members of the TAC in this responsible work. In his speech, Deputy Education Minister Jeyhun Bayramov drawing attention to the challenges facing the Textbooks Assessment Council, noted that the creation of textbooks – is rather serious work. The Deputy Minister told about the projects planned to be held in the future, noted that will create effective conditions for the work of the members of the TAC, to promote their work and expressed the hope that all this, in turn, will promote improvement of quality of the textbooks. Casarat Valehov, Director of Sector on NGO and Mass Media, Asgar Guliyev, Deputy Director of Sector on Education Resources took part in press conference where nearly 30 media’ representatives attended. In accordance with “State Strategy on development of education in Azerbaijan Republic” approved by decree of President, the representatives of The Ministry of Education stated that, important factors like to form the mechanism on career-oriented specialty choice of the applicants in announced priority reforms, to ensure inheritance and continuity principles among different levels of education under higher education are taken into account. Basing on this principle, The Ministry of Education considers purposeful to start enlightenment campaign named “Specialty Choice” by the universities by purpose to support specialty choice of the applicants. With its decisive importance, specialty choice of the applicants also determines future labor activity and career success. It was mentioned that, implementation of project on recognition of the schools under age more than 100 under country level, is envisaged here. Recognition of Mass Media’ representatives with old schools, preparation of photo of those schools and the calendars with date, are planed within framework of project. They talked about extension of academic year, from this point of view experience of several developed countries of the world, was mentioned here. It was stated that, except for rest and holiday as well as the holidays 164 days (159 days in the first classes) in secondary schools working with 5 days education week, 197 days in secondary schools working with 6 days education week are performed. So, accordingly the pupils rest 201 (206 days in the first classes) or 168 days. It causes to increase of daily lesson burden of the pupils instead of capacity of education programs. Average of annual education year in the countries that are the members of Economic Cooperation and Development Organization is nearly 38, but 32 weeks in Azerbaijan.    Later the participants talked about the reforms implemented on the direction of preparation of secondary school textbooks. It was stated that, arrangement of the lessons is implemented by publishing-printing establishments preparing the same textbooks and author staff who are involved in this work. Tender has been announced for preparation of VII and VIII class textbooks for the next education year.  Textbooks to be prepared for VIII classes will be given to pilot schools as trial, but its utilization will start from 2015-2016 education year. II and III class textbooks will be processed and printed on basis of monitoring of SSAC and other opinions. I, V, IX, X and XI class textbooks will be printed and delivered in a new editing and certain percentage.   Also, it was talked about the details of Mass Media on negative cases and violations in educational departments in different city and region, incorrectness in “Pupil Guide”. Colloborators of The Ministry of Education responded several questions of the journalists in press conference.

Games within framework of “Cup of Education” held by joint organization of The Ministry of Education, Azerbaijan Football Federations Association (AFFA) and Azerbaijan Student Football Federation (ASFF) are held in the stadium located in Bina settlement, stadium of “Homeland” Republic Specialized Olympic Reserve School of Child and Youth Football and stadium of Olympic Sport Reserves Base. After opening ceremony, match was performed among the teams of Academy of The Ministry of Emergency Situations and Azerbaijan Medical University.

100 pupils of secondary boarding school No.2 have been rendered barber service for the children deprived from parental care by pupil and the graduates studying at education group of lyseum under “Barber” occupation. It should be noted that, “Barber” occupation is taught in Baku Vocational School No. 18 within framework of Modern Azerbaijan Professionals Project of The Ministry of Education. Training personnel is performed by professional specialists of "Eldar-studio" company. Pupils possess practical knowledge and abilities in teaching workshops equiped with modern equipments.

During meeting “Agreement on credit given by Economical Development Cooperation Fund for project on establishment of Vocational Training Center between Azerbaijan Republic and Korean Republic” and “Loan Agreement for project on establishment of Vocational Training Center between Azerbaijan Republic and Korean Export-Import Bank”. Project is aimed to support preparation of highly qualified personnel in accordance with the requirements of labor market and development of non-oil sector. Core targets of project is to ensure preparation of highly qualified personnel for all citizens and creation of job opportunities, support policy on reduction of poverty, reduction of dependence of labor market from foreign workforce as well as support development of small and medium ownership, creation of vocational education system that meets highest modern standarts including youth and women. Maximum budget of project is 39.28 million USD Dollar. 22 million dollar will be financed by Korean Economical Development and Cooperation Fund. Personel on the sphere of electrical engineering, mechanics, automation, industry installation, electricity, electronics, auto and construction will be trained within framework of project that will support creation of modern vocational education system. Teaching room, canteen, hostel, lecture and general meeting room will be constructed under 8 specialty in the center. 800 persons can obtain appropriate specialties to be established on basis of one of vocational-specialty education establishments located in Baku. Korean specialists will take part in construction, supply, management of Vocational Training Center as well as preparation of engineer-pedhagogical staff and relevant means.
