The opening ceremony of Small Group Home was attended by Education Minister Misir Mardanov, General Manager of Hilfswerk Austria International Mrs. Heidi Burkhart, Ambassador of Austria to Azerbaijan Mrs. Silvia Mayer-Kaybich, representatives of UNICEF, European Union, Khazar District Executive Power, and other guests.   At first, guests had a tour of the home and became acquainted with home conditions. According to information given to attendees, the goal of creating Small Group Home is to provide a child with individual care in a home environment until shehe will be adopted or given under guardianship as it specified in the development plan. It was noted that ten girls aged 8-13 living in state-owned child institutions were selected to live in Small Group Home. They will live and continue their study at local secondary schoolы. Moreover, tutors will watch over them 24 hours a day. At Small Group Home, children have their own bedroom, personal belongings, computer and writing desk. Moreover, costs to maintain Small Group Home will be covered at the expense of funding allocated to the project within one year. After the project is completed, costs to maintain a home will be covered at the expense of state budget. In order to regulate these matters, the Model Statute of Small Group Home was developed and submitted for signature to the Cabinet of Ministries of Azerbaijan. Education Minister Misir Mardanov shared his impressions about Small Group Home and talked on positive effects of the project jointly conducted with Hilfswerk Austria International. He expressed his gratitude to European Union, Austrian Development Agency, Hilfswerk Austria International and UNICEF office in Azerbaijan for their support in creation of this service for children deprived of parental care. General Manager of Hilfswerk Austria International Mrs. Heidi Burkhart, Ambassador of Austria to Azerbaijan Mrs. Silvia Mayer-Kaybich, representatives of UNICEF and European Union expressed their satisfaction with the conditions created at home and underlined the positive effects of cooperation with Azerbaijani government and Ministry of Education. Further on this day Education Minister Misir Mardanov attended the opening of Family, Training and Counseling Center in Mardakan. After cutting the red tape, the guests had a tour of the centre. It was noted that the Centre will provide professional training courses for foster families and parents. Moreover, the Minister became acquainted with the conditions created in the Family, Training and Counseling Center and expressed his belief that its activity will be successful.

The Republic of Azerbaijan was represented at the Conference by a delegation led by Deputy Education Minister Gulu Novruzov. The meetings were chaired by the host country Romania, including Azerbaijan and Denmark co-chairs within the Bologna process. The main goal of the conference was to improve education system of member states within European Higher Education Area and discuss issues regarding the expansion of education cooperation with other regions of the world. The opening ceremony of conference was attended by the Romanian President Traian Basescu. Deputy Education Minister of Azerbaijan Gulu Novruzov gave a speech at the opening ceremony. He also has chaired a plenary meeting and two sessions of Working Group within the conference. Several important documents were adopted at the end of the conference, including Ministerial Communiqué, where were specified the future development directions of education systems of European countries. Moreover, the document also expressed positions on issues such as simplify the mechanisms for mutual recognition of higher education diplomas, improve the quality of education, education funding, etc. During the event, by the European Commission initiative, there were discussed issues regarding the expansion of education cooperation between Azerbaijan and the Commission within Eastern Partnership. Azerbaijani delegation and management of European Commission have had a working meeting in this regard. At the end of the conference, Deputy Education Minister Gulu Novruzov took part in a press conference devoted to the results of the event and given to local and international media representatives.

The conference was attended by Head of Sheki City Executive Power Elkhan Usubov, MP Javanshir Feyziyev, representatives of the Ministry of Education, staff of Institute for Educational Problems, directors of Education Departments of Sheki, Gabala, Gakh, Zagatala, Balaken districts, school directors and other guests.  First, the guests visited pupils’ handmade exhibition organized at school No.10 of Sheki named after R. Afandiyev. Next, Education Minister Misir Mardanov took part in “open lessons” of maths teachers Almaz Asadova (III class) and Sabuhi Gurbanov (IX class).     The conference attendees visited the monument of national leader Heydar Aliyev and put flowers in front of it. Speaking at the opening of the event head of Sheki City Executive Power Elkhan Usubov welcomed the guests and expressed his satisfaction with the conduction of scientific- practical conference in Sheki. He gave information on the ancient history of Sheki, one of the oldest cultural centers in the world, noting the first schools (district and Russian) were opened here in XIX century. According to him, as a result of attention and care provided to the education field by President Ilham Aliyev, the worthy political follower of national leader Heydar Aliyev, 20 new school buildings were constructed and 3 schools were refurbished in Sheki. Speaking at the event Education Minister Misir Mardanov stressed the high-level organization of ‘open lessons’ that he has attended at School No.10. He underlined the professionalism of both teachers and noted the rapid development of education field in regions. He talked about the dynamic development of Sheki in recent years and underlined a special attention paid by President Ilham Aliyev, who has successfully continued the political course of national leader Heydar Aliyev, to the social and economic development of regions. He also shared his views about the importance of State Programme for the socio – economic development of regions, as well as works implemented within the program.  The Minister underlined the importance of holding such events in regions and gave information on relevant statistics regarding education field of 6 regions that covered by the conference.

The ceremony was attended by employees of Education Ministry, heads of universities and other guests.      Speaking at the opening of the event, Education Minister Misir Mardanov noted that a series of events devoted to the 89th birth anniversary of nationwide leader Heydar Aliyev, the founder and builder of the modern Azerbaijani state, are held throughout the country, including all establishments, government agencies and education institutions. He added that great achievements of Azerbaijan associated with national leader Heydar Aliyev, and President Ilham Aliyev is successfully implemented his brilliant ideas. According to the Minister, achievements of Azerbaijan on the international stage are not accidental and President of the Heydar Aliyev Foundation, Goodwill Ambassador of UNESCO and ISESCO, MP Mehriban Aliyeva has made important contributions to make the voice of truth of Azerbaijan to be heard in the world. Mr. Mardanov has praised as an important factor the preservation of development rhythm of the country in a global recession and financial crisis around the world in recent years, and stressed that the socio-economic progress is clearly observed in all regions of Azerbaijan.   The Minister talked about the importance of informing the younger generation on rich life and legacy of Great Leader and put forward the idea to demonstrate documentary films made by famous film director Vagif Mustafayev about Heydar Aliyev at education institutions. Famous film director Vagif Mustafayev gave detailed information on documentary films about great leader Heydar Aliyev and touched upon the interesting aspects of his life. According to him, for the first time in the history of documentary films the movie “About the real love” dedicated to Heydar Aliyev was presented an international award and it was mainly due to the rich life philosophy of Great Leader. He supported the initiative made by Education Minister to demonstrate documentary films about Heydar Aliyev at education institutions, and expressed his belief in positive impact of the films on children. According to V. Mustafayev, the development path of Azerbaijani education launched by the national leader is successfully continued. He stressed the achievements of young people, who are studying abroad, stressing they present our country decently. Next, there were demonstrated documentary films “Destiny” and “About the real love” dedicated to the great leader Heydar Aliyev.

The ceremony was attended by prominent scientific and cultural figures, public representatives. Deputy Chairman, executive secretary of ruling party “New Azerbaijan” (NAP), MP Ali Ahmedov has delivered a speech at the opening of the ceremony noting that today the education of Azerbaijan has reached a new developmental stage. Stressing highly educated younger generation, who became an active member of modern world, was formed in Azerbaijan, Mr. Ahmadov praised this factor as an indicator of the development of country’s education system. He underlined the rich development path of Azerbaijani education launched by the great leader Heydar Aliyev is successfully continued under the leadership of President Ilham Aliyev.  According to him, the future generations have a right to receive full information on the past achievements alongside successes gained in the modern era, and the book of Education Minister, Professor Misir Mardanov “The history of Azerbaijan education” was written to study our education history very deeply. Noting the book contains deep research of the education history, Mr. Ahmadov highly praised it as a contribution made by the experienced master to the education field. According to them, the book is a mirror of desires of Professor Misir Mardanov regarding Azerbaijani education, and it also allows us to assess the past, illuminate current processes, and correctly determine the future prospects. Education Minister Misir Mardanov has thanked President Ilham Aliyev, Chairman of the New Azerbaijan Party for supporting the organization of this presentation and underlined that the works to prepare the 3-volume book “The history of Azerbaijan education” has been started by the advice of nationwide leader Heydar Aliyev.He praised the publication of book as a realization of one of the brilliant ideas of Great Leader and noted that the IV volume of the book is being prepared. The Minister has expressed his appreciation to everyone who had worked on the book, which contains the rich and glorious development path of Azerbaijani education. According to him, the first volume of the book reflects information on the education history of Azerbaijan until 1920, the second – Soviet period and the third the years of independence. Moreover, there is a lot of information on works done to make the country’s education achieve a good level of development.

The event was attended by prominent intellectuals, MPs, heads of government agencies, education institutions, teachers, pupils and parents.  The participants were welcomed by Education Minister Misir Mardanov. In his speech, the Minister underlined the 89th birth anniversary of great leader Heydar Aliyev has broadly celebrated in every part of Azerbaijan, including overseas countries. The Minister noted that about 700 000 pupils took part in the competition jointly organized by the Ministry of Education, New Azerbaijan Party, Heydar Aliyev Foundation, Ministry of Communication and Information Technologies and Azerbaijan Trade Union Confederation. Noting it was held in 3 levels (school, district (city) and republican (final) Mr. Mardanov highly praised the interest of pupils in this knowledge competition and estimated that as a vivid expression of respect for the memory of Great Leader. According to him, 5 pupils were awarded the first, 8- the second and 13 – the third places. Moreover, consolation prizes were awarded to 54 contestants as well. The Minister expressed his appreciation to all organizers and thanked all those who contributed to the knowledge competition. Noting the competition was also held under the same rules in Nakhchivan, the Minister gave information on the publication of book entitled “Heydar Aliyev in eyes of pupils” that includes essays of winners. According to him, for the first time pupils from Astrakhan region of Russia have participated in the competition as well. At the end, the Minister congratulated distinguished pupils and wished them every success. Next, attendees have watched a film devoted to the life and activity of national leader Heydar Aliyev. The competition “Heydar Aliyev and independent Azerbaijan” among pupils of secondary schools was held according to the order 529 of the Ministry of Education of 3 April 2012. It was conducted in school, district (city) and republican levels in 3 age groups (6-10, 11-14, 15-18). About 200 works were submitted to the Republican level. The Jury consisting of employees of Azerbaijan Academy of Fine Art has selected 27 winners among contestants. Speaking at the opening of the event Deputy Education Minister Gulu Novruzov noted that the goal of the competition is to educate children and youth in the spirit of ideas of national leader Heydar Aliyev and identify talented young people. He highly praised works submitted to the competition and described them as a manifestation of infinite love of students to Nationwide Leader. Mr. Novruzov talked about great contributions of Heydar Aliyev, the founder and builder of independent Azerbaijani state. He touched upon the importance of conducted art competitions and wished every success to winners. Deputy Chair of State Committee for Family, Women and Children Aynur Sofiyeva, MPs Kamila Aliyeva and Fuad Muradov made a speech at the event and highly praised holding such events. They expressed their hope that young artists, who have described the ideas of National Leader in their works, will achieve even greater success in the future. Pupils, who have won the I, II and III places in the Republican level of the competition were awarded diplomas and presents of the Ministry of Education.

 The order states that national leader Heydar Aliyev is a greatest figure, who had made great contributions to the development of Azerbaijan in the 20th century. His life was a vivid symbol of the endless devotion and love for his Motherland and nation.  The pride of Azerbaijan, powerful statesman and staunch politician Heydar Aliyev had become the nationwide leader of Azerbaijani people due to his great work, and he will remain in the memory and heart of people as a leader with a steel will, fame and prestige that knew no boundaries. Heydar Aliyev had become an exemplary individual for generations. His life full of fights and victories is a real school for people, especially for youngsters. There have been filmed numerous movies and chronicles devoted to the activity of Heydar Aliyev, when he was the leader of the Azerbaijan SSR, and when he was promoted to a position on the Politburo. After our country gained independence, different TV channels, as well as famous cinematic figures started to pay attention to this important fact more seriously, and as a result, there were made documentary films about the hitherto unknown historical facts of activities of nationwide leader. The role of famous film director Vagif Mustafayev in creating and presenting these films to the public should be especially praised. The order states that films about Heydar Aliyev have a great historical value and could play an important role in informing schoolchildren about the meaningful life of national leader, as well as about great contributions made by him not only to Azerbaijan but also to the former Soviet Union countries. Heads of relevant departments and structures of the Ministry of Education were instructed to prepare proposals and recommendations on the organization of the work regarding the demonstration of documentary films of Vagif Mustafayev about Heydar Aliyev, which were considered as important education resources, at secondary schools within 1 week. According to the order, the first lessons at secondary schools on the 10th of May each year shall be devoted to the life and activity of national leader Heydar Aliyev, Heydar Aliyev Lecture Hall that will be operated throughout the academic year shall be created at all secondary schools, lyceums and gymnasiums, and events devoted to the commentary of his thoughts on the Azeri language, literature and history, economy, culture, art, national and spiritual values shall be organized by participation of famous scientists and experts. Moreover, a separate section that will contain books devoted to the national leader Heydar Aliyev shall be established at school libraries. Pupils shall be informed on their contents and about the opinions of famous people on Great Leader. What is more, the presentation contest “What I know about great leader Heydar Aliyev” and other events shall be conducted among pupils.

The chess championship was held on the Swiss system in 6 age groups. 653 pupils from 36 countries took part in the championship, including 284 boys and 369 girls. Azerbaijan was represented by a team of Ministry of Education consisting of 24 chess players.  Representative of Specialized Junior Chess School of Olympic Reserve No. 1 of Baku and school No.6 named after T. Ismayilov Gunay Mammadzade has won a gold, representative of Republican Specialized Junior Chess School of Olympic Reserve, pupil of school No. 212 of Baku Narmin Mammadova, representative of Specialized Junior Chess School of Olympic Reserve No. 2, pupil of school No. 7 of Baku, Ismayil Shahaliyev and representative of Junior Chess School of Ucar, pupil of school No. 4 Khatun Bagirova have won a silver medals. Representative of the Republican Specialized Junior Chess School of Olympic Reserve, pupil of school No.136 of Baku Aytan Amrayeva and representative of Specialized Junior Chess School of Olympic Reserve No. 1 of Baku, pupil of school No.13 Narmin Soyunlu were awarded the bronze medals. Moreover, representatives of Specialized Junior Chess School of Olympic Reserve No. 1 of Baku Umid Aslanov (5th place), Elkhan Bayramov (7) and Abdulla Gadimbeyli (10) were awarded diplomas in the chess championship.

The event was opened by the Minister of Education Misir Mardanov. Noting the month of May is full of important events and holidays, the Minister stressed the celebration of 89th birth anniversary of nationwide leader Heydar Aliyev on May 10. He has talked about contributions made by Great Leader, the founder and builder of independent Azerbaijani state, to promote the development of education and stressed that President Ilham Aliyev, worthy successor to Heydar Aliyev, also pays a special attention to the development of education area. Noting all the conditions were created to get young people into higher education, the Minister gave information on works done to promote the creative potential of children and youth in recent years. The Minister talked about the importance of Olympiad and noted the knowledge competition creates condition to increase students’ interest in different subjects and serves to identify talented young people. He informed that contestants of two - round Olympiad will test their knowledge in 12 subjects, including mathematics, physics, chemistry, biology, information science, Azerbaijan language, Azerbaijan history, Azerbaijan geography, English, French, German and Russian languages.  Noting about 2000 students took part in the first round of the Olympiad that was held in March, the Minister underlined that 750 students from 31 public and 8 private universities have participated in the second round.  He stressed that, universities operated in Nakhchivan, Ganja, Lankaran, Sumgayit, Mingechevir and other cities of the country are represented in the Olympiad alongside with universities of Baku.  Mr. Mardanov noted that the Student Subject Olympiad have been jointly held with Republican Free Trade Union Committee of Educators since 2007. The Jury of the Olympiad consists of well-known scholars and teachers of the Republic. At the end of his speech, the Minister has thanked everyone who contributed to the organization of the event and wished every success to students. The event was attended by Rector of Baku State University Abel Maharramov, Deputy Chairman of Republican Free Trade Union Committee of Educators Shaig Asgarov, Rector of Lankaran State University Asaf Isgandarov and Rector of Azerbaijan State Pedagogical University Yusif Mammadov. In their speech, they have talked about the importance of Olympiad in terms of involving students in scientific-research works, and increasing their interest in science. After the opening ceremony, the start for the second round of Olympiad was given. It should be noted that the winners of Olympiad will be awarded diplomas, gifts and cash prizes from the Ministry of Education and Republican Free Trade Union Committee of Educators.
