Nowruz celebration at the boarding school

On March 14, the celebration was held on the occasion of Nowruz holiday at Special Boarding School No.2 for children with disability with the organizational support of the Ministry of Education. The celebration, attended by employees of the Ministry of Education and mass media representatives, started with the arrival of Bahar gizi (Spring girl) - a symbol of Nowruz holiday by phaeton. The Nowruz bonfire was built in the yard of the boarding school, and children in national costume danced Yalli around the bonfire. During the event, the sketches reflecting Nowruz Tuesdays and traditions were performed by pupils and our folk dances were done. Children danced together with Kecel and Kosa, and sang a song. Then, the pupils, who did well in the first half of the school year, were presented with Certificates of Merit and holiday gifts by the Ministry of Education. It should be noted that Special Boarding School No.2 for children with limited health condition was overhauled by the Heydar Aliyev Foundation, and the newly constructed building of the educational institution was put into operation in November last year. The boarding school has vocational rooms for pottery, house-keeping, carpentry, tool-making, sewing, carpet-weaving and painting. Assembly and sports halls are operating in order to organize children’s leisure time effectively at the school, equipped with modern equipment. 55 teachers are engaged in the training and education of 155 pupils at the boarding school. 

Collegial meeting at the Ministry of Education

The Collegial Meeting was held at the Ministry of Education on March 11. The event was attended by Collegium members, senior officials of the Ministry, heads of relevant structural divisions and Departments, Rectors of higher educational institutions. During the collegial meeting, the issues such as the forecast, formation and improvement of the seats allocated for the admission of students to higher educational institutions for the academic year 2016-2017, and the effective use of “Thomson Reuters” scientific database were discussed.  The issues related to the rationalization of the structure of specialized secondary educational institutions by putting colleges under the jurisdiction of higher education institutions, the results for the accreditation of higher education institutions in 2014-2015, the preparation and implementation of measures by higher education institutions in the direction of expanding education for foreign citizens in Azerbaijan were touched upon during the meeting. Then, the heads of the relevant departments of the Ministry delivered lectures on the issues on the agenda of the collegial meeting, and made suggestions and recommendations. Mikayil Jabbarov, Minister of Education, delivered a speech at the collegial meeting. The Minister made comments on the topics for each lecture. The Minister of Education noted that the winter examination period was organized in a transparent manner in higher education institutions this year and was met with approval by society. Emphasizing the importance of strengthening the business environment, the ethics of teaching, the student-teacher relationships in higher education institutions, the Minister noted that all of these are important for the development of education. Then, Mikayil Jabbarov congratulated Mammad Garibov, Minister of Education of the Nakhchivan Autonomous Republic, on the occasion of his new appointment on behalf of Collegium members and wished him success in his activities. In the end, the Minister congratulated Collegium members and participants of the meeting on the occasion of the upcoming Nowruz holiday, and wished them success.

The next "Nowruz lecture"

On March 10, the next "Nowruz lecture" was held at Azerbaijan National Academy of Sciences (ANAS). The event was attended by scientists of ANAS, teachers and students of higher educational institutions. During the meeting, Mukhtar Imanov, Director of the Institute of Folklore, delivered a lecture on the theme "Nowruz philosophy" and Telman Aliyev, Director of the Institute of Control Systems of ANAS, delivered a lecture on the theme "Formation and current state of computer science in Azerbaijan". In his lecture, Academician Mukhtar Imanov spoke about the historical roots, philosophy, ancient traditions of Nowruz holiday, and gave detailed information about Nowruz Tuesdays. Noting that Nowruz means "a new day", "the beginning of the new year", Academician underlined that the holiday, which is celebrated in many countries around the world each year, includes artistic and aesthetic, mythical, spiritual and moral, and worldly feelings. It was noted that Nowruz was included in the List of the Intangible Cultural Heritage by UNESCO on September 30, 2009. March 21 was recognized as the International Day of Nowruz at the meeting of the 64th session of the United Nations General Assembly in 2010. Then, academician Telman Aliyev delivered a lecture on the theme "Formation and current state of computer science in Azerbaijan". In his lecture, he provided detailed information on the elaboration of the first element and facilities of information and computing technology, the development of the field of information technology in Azerbaijan, and the achievements gained. It was noted that the problems associated with the use of information technology in the country, and the need for investigations and highly qualified staff in this direction were taken into account, and the Institute of Information Technology of ANAS was established for this purpose. Academician spoke about the study of systems covering different fields such as oil and gas production, oil refining, transport, energy engineering, and construction in Azerbaijan through the use of new information technologies, and about the use of seismic devices developed on the basis of new technologies in our country. At the event, they exchanged views on the questions of participants. "Nowruz lectures" are organized in accordance with the initiative "From Science to Education" and are recorded by “Tahsil” TV, and are broadcasted on Internet resources of the Ministry of Education.

"Nowruz lectures" continue

On March 9, the next "Nowruz Lecture" was held. Asif Jahangirov, education expert, Honoured Teacher, delivered a lecture on the theme "A key pillar of education strategy: competency-based education" at the meeting which took place at Azerbaijan State University of Economics. The event was attended by education experts, teachers and students of higher education institutions. During the lecture, Asif Jahangirov spoke about the responsibilities of teachers in the competency-based educational environment, the new approaches to the teaching-learning process, the formation of competencies at planned level, and the examples of competency-based education. Noting that the adoption of the "National Strategy for the Development of Education in the Republic of Azerbaijan" is of great importance in the formation of educational system in accordance with the requirements of the globalized world, A. Jahangirov underlined that the content of competency-based and personality-oriented education is one of the main aspects of the strategy. He gave detailed information on competency-based pedagogical education, competency-based education program for higher education institutions and the components of this program, as well as compared local and global experience in this field. Then, the questions of the meeting participants were answered, and the discussions and mutual exchange of views on the topic were conducted. It should be noted that Nowruz lectures are organized in accordance with the initiative "From Science to Education", and are recorded by “Tahsil” TV, and are broadcasted on Internet resources of the Ministry of Education.

The discussions on the transition to a 12-year general education system began

On March 9, the Round Table dedicated to the discussions on the transition to a 12-year general education system was held at the Ministry of Education. The discussions were attended by senior officers and employees of the Ministry of Education, the Institute of Educational Problems, the Baku city Education Department, as well as heads of schools directly subordinated to the Ministry of Education. At the event, the discussions on the structure and content of the transition to a 12-year general education system, and the ways of delivery of this issue to society were held. Taking into account the preschool education stage in the transition to a 12-year general education system, the speakers put forward proposals on possible models of general education, the implementation of education on various subjects in separate schools at the level of complete secondary education, the conduction of preparatory work for the process and the implementation of the pilot stage, as well as on underlining key points during the public awareness program, which will be conducted in this regard. At the same time, the importance of conducting relevant studies was emphasized at the Institute of Educational Problems in order to determine the effectiveness of the transition to a 12-year general education system. In the end, it was decided to continue discussions on the transition to a 12-year general education system.

Minister of Education receives citizens in Khachmaz city

In accordance with citizens` reception schedule of heads of central executive authorities for March, 2016 in towns and regions, Mikayil Jabbarov, Minister of Education, receives the citizens residing in Khizi, Siyazan, Shabran, Guba, Gusar and Khachmaz regions on March 9, at the Museum of Local History in Khachmaz city. The internally displaced persons, temporarily settled in above mentioned regions, attend the reception. Most of the issues that were raised by the citizens are settled immediately. Relevant bodies of the Ministry are tasked on several appeals. The citizens` appeals, having a personal character and not being within the competence of the Ministry, were recorded and taken under control in order to be delivered to the relevant bodies.

The Ministry of Education will reward scientific works

In order to recognize the scientific achievements of Azerbaijan on the international arena, to increase research activities and publishing activities of scientific and pedagogical staff of higher educational institutions, the Ministry of Education will hold a competition for awarding for scientific works, published in the magazines which are included in "Thomson Reuters" database. A quality indicator for scientific activities of scientific and pedagogical staff of higher educational institutions will be taken into account in the competition. A quality indicator for scientific activities of the authors will be determined by special methods, developed and approved by the Ministry of Education. The competition will be held once in a year, at the end of the calendar year and detailed information will be given in this regard. It should be noted that the cooperation agreement was signed between the Ministry of Education and the Department of Scientific Research and Intellectual Property of "Thomson Reuters" company on December 22, 2015. According to the agreement on cooperation, 40 higher educational institutions of the country were provided with the opportunity to subscribe and to have access to the corporation's products and services. In addition, employees of the Ministry were given access to the "Web of Science" platform.   Announcement  

A Memorandum of Understanding was signed with "One" Student-Volunteer Program in connection with "Formula-1" European Grand Prix

On March 7, Baku City Circuit Operations Company signed a Memorandum of Understanding with "One" Student-Volunteer Program of the Ministry of Education on the development and strengthening of mutual cooperation in the field of volunteering activities. The Memorandum was signed by Azad Rahimov, Minister of Youth and Sports, and Mikayil Jabbarov, Minister of Education. At the ceremony, the parties expressed their satisfaction with joint activity in connection with volunteering activities within the framework of "Formula-1" European Grand Prix, to be held in Baku for the first time this year. A Memorandum of Understanding aims to involve students in volunteering activities, to organize joint events related to the promotion of volunteerism. Under the terms of the Memorandum, the Volunteer Program of the European Grand Prix will be presented by "One" Student-Volunteer Program at higher education institutions located in Baku and Sumgait and student-volunteers will be involved in order to participate in "Formula-1" European Grand Prix. Azad Rahimov, Minister of Youth and Sports, noted that the volunteering activities have already become a tradition in Azerbaijan and the interest among young people in volunteerism is very high. Reminding that young people, acting voluntarily at large-scale events hosted by Azerbaijan, have achieved great success, Azad Rahimov expressed his hope that this tradition would be continued in the "Formula 1" competitions. Mikayil Jabbarov, Minister of Education, noted that the strengthening of mutual cooperation on volunteering activities would contribute to the successful implementation of the European Grand Prix. Noting that the Ministry of Education provides support for students' comprehensive development, the Minister wished success to student-volunteers. "One" Student-Volunteer Program was developed in order to systematize the organization of work with student-volunteers, to create a single database, to encourage students to be involved in volunteering activities by taking into account the planning of a number of large-scale events in the country and the big role of student-volunteers in the organization of these events. Under the program, students are involved in volunteering activities and other relevant events, and the project, which includes 6 different directions (Learn, Teach, Live, Keep alive, Discover and Enjoy) according to "real student life" model, is presented to them. Students can register on the portal www.konullu.edu.az in order to join "One" Student-Volunteer Program.

The invitation from higher educational institutions of the People's Republic of China to Azerbaijani citizens

In accordance with the "Agreement on cooperation in the field of education between the Ministry of Education of the Republic of Azerbaijan and the Ministry of Education of the People's Republic of China for the years 2016-2019", places were allocated for Azerbaijani citizens to get education in China's higher educational institutions in the academic year 2016-2017. Education is free within the framework of the quota allocated for Azerbaijani citizens to get education in China's higher educational institutions. Registration expenses at higher school, tuition fees, laboratory costs, internship costs, teaching aids, hostel fees, monthly living expenses and so on are paid by China. In addition, the Azerbaijani side provides students with round-trip ticket once in each academic year.  The Ministry of Education of Azerbaijan Republic selects persons who want to study at China's higher educational institutions and China places students into higher educational institutions. Under the agreement, 37 Azerbaijani citizens are currently studying International Relations, International Economy and Trade, Civil and Commercial Law, Political Science and Public Administration, Modern and Contemporary Chinese Literature, Communication and Information Systems, Petroleum and Natural Gas Engineering, Mechanical Engineering, Anthropology, International Finance and Investment at China's best universities Persons wishing to participate in the competition may send copies of required documents (scanned) to the email address china.admissions@edu.gov.az until April 1.   ANNOUNCEMENT  

"Parental Control System" was updated

"Parental Control System" (ael.edu.az), putting into operation within the framework of the project "Electronic School", was updated and the new version of the website was developed. 43 general education schools were currently involved in the project. Electronic magazines and parental control system are used in schools joining the project. Parents can get user passwords from schools and can monitor their children`s attendance and academic achievements in online mode for free.
