    Azərbaycan SSR Xalq Komissarları Sovetinin 28 aprel 1920-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin adı dəyişdirilərək Xalq Maarifi Komissarlığı adı ilə yenidən təşkil edilib və ölkədəki bütün təhsil müəssisələri bu qurumun tabeliyinə verilib.

International conference highlights role of accreditation in quality assurance in education

The Department of Accreditation and Nostrification of the Ministry of Education organized an international conference on “The role of accreditation in quality assurance in education” on December 2. Participants in the event included Minister of Education Mikayil Jabbarov, members of parliament, heads of higher education institutions, local and international education experts, as well as representatives of foreign accreditation organizations. The conference aimed to discuss a wide range of issues, including quality management, challenges in the field of accreditation, best practices and future cooperation prospects. Minister of Education Mikayil Jabbarov underlined the importance of innovative approaches in quality assurance in education. Mikayil Jabbarov highlighted the establishment of the Department of Accreditation and Nostrification of the Ministry of Education. “In parallel, we also began work on regulatory documents. New accreditation rules are based on the Standards and Guidelines for Quality Assurance in the European Higher Education Area.”  The minister said: “Our main expectations from the conference are to discuss prospects for future cooperation between the Department of Accreditation and Nostrification of the Ministry of Education and international accreditation organizations and agencies and also to bring best practices in improving quality in education to Azerbaijan.” Vice president of Azerbaijan National Academy of Sciences Isa Habibbayli, acting head of the Department of Accreditation and Nostrification of the Ministry of Education Samir Valiyev, president of Kazakhstan`s Quality Assurance Agency Sholpan Kalanova, director of the Georgian National Center for Improvement of Quality Education Tamar Sanikidze, director of the Russian Agency of Quality Assurance in Higher Education and Career Development Erika Soboleva and head of the Higher Education Department of Finland`s Education Assessment Center Helka Kekalaynen highlighted the establishment of the system of education quality assurance and shared their experience. The conference then continued its work in panel sessions that heard reports from representatives of the European University Association, leading Latvian, British, German, Georgian and Finnish accreditation agencies, Khazar University and Azerbaijan University of Languages.

Agreement on ICT cooperation signed

The ministries of education and agriculture of the Republic of Azerbaijan signed an agreement on cooperation in the field of information and communication technologies with China International Center for Economic and Technical Exchanges at the Ministry of Education on December 1. Under the agreement, the government of the People`s Republic of China will provide technical assistance in delivering the ICT equipment to be used in the teaching process to educational institutions in Azerbaijan.

Russian education and science minister meets with school principals

Russian Minister of Education and Science Olga Vasilyeva has met with principals of several general education institutions in Baku to familiarize herself with the teaching of Russian language in the country. She then visited Heydar Aliyev Center.

Növbəti diaqnostik qiymətləndirmə Göygöldə keçiriləcək

2-4 dekabr 2016-cı il tarixlərində Göygöl Olimpiya İdman Kompleksində Göygöl, Şəmkir, Gədəbəy, Samux və Daşkəsən rayonlarının dövlət ümumi təhsil müəssisələrində çalışan müəllimlərin bilik və bacarıqlarının diaqnostik qiymətləndirilməsi keçiriləcəkdir. Qiymətləndirmədə qeyd olunan rayonların ümumi təhsil müəssisələrində çalışan 7500 nəfərədək müəllim iştirak edəcək. Ötən il Gəncə şəhəri üzrə diaqnostik qiymətləndirmədə müxtəlif səbəblərdən iştirak edə bilməyən və ya işə yeni qəbul edilən müəllimlər də Gölgöldə keçiriləcək imtahanlara cəlb ediləcəklər. Şuşanın Bərdə rayonunda yerləşən ümumi təhsil müəssisələrinin müəllimləri bu imtahanlarda iştirak edəcəklər. Hər bir müəllim dq.edu.az saytına daxil olaraq “Şəxsi səhifə” bölməsindən qiymətləndirmənin keçiriləcəyi tarix və saat barədə məlumat əldə edə bilər. Eyni zamanda müəllimlər həmin səhifəyə daxil olmaqla məlumatların dürüstlüyünü yoxlaya bilərlər. Uyğunsuzluq aşkar edildiyi təqdirdə yerli təhsili idarəetmə orqanlarına müraciət etmək mümkündür.

President of the Republic of Azerbaijan Ilham Aliyev has received a delegation led by Minister of Education and Science of the Russian Federation Olga Vasilyeva. The head of state expressed his confidence that the visit of Minister of Education and Science of the Russian Federation Olga Vasilyeva will be interesting, adding that there were many topics of discussion relating to cooperation in the fields of education and science. President Ilham Aliyev said the bilateral relations are successfully developing in various areas, including education. The head of state pointed out that relations in the fields of education were traditional in nature. What is very important is that our countries have not only preserved, but even strengthened these traditions in both secondary and higher education over the last 25 years, President Ilham Aliyev said. The head of state said Azerbaijani students study at Russian educational institutions, emphasizing that conditions have already been created in Azerbaijan too for those who want to study at Russian universities. The President highlighted the successful activity of branches of Russian higher education institutions in Azerbaijan, adding that the Russian minister will have an opportunity to familiarize herself with this during her visit. President Ilham Aliyev expressed his confidence that the ministries of education will hold fruitful talks for strengthening the bilateral relations. Minister of Education and Science of the Russian Federation Olga Vasilyeva said: “Thank you for giving me an opportunity to visit your beautiful country, beautiful city.” Olga Vasilyeva underlined the significance of developing traditional cooperation in the field of education. She highlighted Azerbaijan-Russia ties in the field of secondary, higher and academic education, hailing the successful activity of the branches of Lomonosov Moscow State University and Sechenov First Moscow State Medical University in Baku. Touching upon the development of Russian language, Olga Vasilyeva described this as one of the factors bringing the two countries and nations closer to each other. She proposed opening a linguistic group at Lomonosov Moscow State University given the large number of schoolchildren studying at Russian language schools in Azerbaijan. They underlined the importance of providing technical support for the teaching of Russian language in Azerbaijan and Azerbaijani language in those areas of the Russian Population that are densely populated by Azerbaijanis. The sides highlighted the importance of the forthcoming Baku conference of the Association of Russian-Azerbaijani Universities, and noted the significance of expanding cooperation among universities. They also pointed out the necessity of conducting experience exchange in preparing specialists in a variety of areas, including agriculture.  

New season of “Olympic Moves” sport program

The National Olympic Committee hosted the presentation of the new season of “Olympic Moves”, a multi-discipline sport program for schoolchildren. The event featured the screening of a video clip on the accomplishments made under the program last year. Vice president of the National Olympic Committee Chingiz Huseynzade made opening remarks to highlight novelties to be featured in the program. Minister of Education Mikayil Jabbarov said “Olympic Moves” program plays a key role in strengthening physical health of children. The minister said the program involved nearly 60,000 schoolchildren in Baku. Mikayil Jabbarov said the project will involve 100,000 schoolchildren in Baku, Ganja, Goygol and Sumgayit this year. The minister said the program aims to promote traditional academic values in the education system as well as healthy life style, sport competition, and team spirit among schoolchildren. Director General of Azerbaijan Coca-Cola Bottlers Erdinc Guzel stressed the importance of healthy lifestyle in  ensuring development of society. The event then featured the signing of a memorandum of understanding between the National Olympic Committee, Ministry of Education, Ministry of Youth and Sport and Coca-Cola. The memorandum aims to build favorable sports environment for schoolchildren, strengthen sport legacy of the Baku 2015 European Games and encourage effective use of Olympic sport complexes. Implemented by the International Olympic Committee, Coca-Cola Company, Azerbaijan National Olympic Committee, Ministry of Education and Ministry of Youth and Sports, the program was launched in 2013.

International workshop on intellectual property

An international workshop called “Intellectual property policy and research activity at universities, research and development institutions” has been held. The workshop was organized as part of cooperation between Azerbaijan Copyright Agency, Ministry of Education, State Committee for Standardization, Metrology and Patent and World Intellectual Property Organization (WIPO). It aimed to strengthen the role of research and educational institutions in innovative development in accordance with new economic policy. In his remarks at the event, Minister of Education Mikayil Jabbarov said scientific and technological progress necessitates a new approach to the protection of intellectual property rights. “Therefore after Azerbaijan restored its independence continuous measures were launched in the country to protect intellectual property rights and copyright.” The minister said that the last few years saw continuation of legislative and institutional measures to protect intellectual property, including intangible cultural heritage. “The protection of copyrights and intellectual property rights is enshrined in Azerbaijan 2020: Look into the Future Development Concept, which was approved by the President.” “Adopted in 2016, the Law of the Republic of Azerbaijan on Science highlights principles, priorities and objectives of state policy in the field of scientific activity, as well as the protection of scientific and ethical and intellectual property rights.” Mikayil Jabbarov said scientists at higher education institutions of the Ministry of Education publish 150-200 monographs, more than 600 textbooks and education handbooks, over 10,000 scholarly articles and theses on a yearly basis. Chairman of the Copyright Agency of Azerbaijan Kamran Imanov said that initiated by the Ministry of Education, the conference was organized in partnership with the World Intellectual Property Organization. He highlighted the intellectual property policy. Kamran Imanov stressed the importance of the projects implemented jointly with WIPO. He said such meetings play an important role in strengthening the activities of higher education and research and development institutions. Chairman of the State Committee for Standardization, Metrology and Patent Ramiz Hasanov and Director of the Department for Transition and Developed Countries at WIPO  Michal Svantner expressed their confidence that the workshop will contribute to strengthening relations between research and educational institutions. The workshop heard several reports and featured discussions. Speakers at the two-day workshop included representatives of state bodies and educational institutions as well as foreign experts.

President Ilham Aliyev has today attended the opening of Beylagan city secondary school No.8, the construction of which was initiated by the Heydar Aliyev Foundation.

The head of state cut the ribbon symbolizing the inauguration of the 240-seat school. The construction of the school started last year. The school occupies a total area of 2,900 square metres. A bust of national leader Heydar Aliyev was installed in the foyer of the school. There are photo stands reflecting national leader Heydar Aliyev`s and President Ilham Aliyev`s attention to the development of education in the country, as well as their visits to Beylagan. Ficci Higher Education Summit held

The 12th Ficci Higher Education Summit was held in New Delhi, India. Delegates from more than 100 countries attended the summit, including university heads and education executives from America, Europe, Asia, Middle East, Africa and other regions. State and government officials, diplomats, business representatives, students and acclaimed experts also participated in the summit. Azerbaijan`s delegation at the event included head of Science, Higher and Secondary Education Division of the Ministry of Education Sulhaddin Gozalov, rector of Azerbaijan State Oil and Industry University Mustafa Babanli, vice rector of Baku State University Irada Aliyeva and employee of Baku Vocational Lyceum No 5 Bahar Asgarova. The summit focused on global higher education development trends, and ways of developing scientific, higher educational and industrial relations.

Minister of Education receives Turkish Deputy Minister of National Education

Minister of Education Mikayil Jabbarov received Turkey`s Deputy Minister of National Education for Vocational Education Ercan Demirci on November 7. They stressed the importance of vocational education in preparing competitive specialists in compliance with requirements of the labor market. Mikayil Jabbarov highlighted what has been done under the “State Strategy for Development of Education in the Republic of Azerbaijan” to develop vocational education in the country. They also discussed opportunities for experience exchange as well as prospects for cooperation in the field of vocational education.
