On January 29, a signing ceremony was held to mark the signing of grant agreement between the Ministry of Education of the Republic of Azerbaijan and Ministry of Foreign Affairs and Trade of the Republic of Korea for the establishment of Electronic Learning Network and Digital Multimedia Infrastructure at Nakhchivan State University.

Education Minister Misir Mardanov opened the ceremony by warmly welcoming the guests. Noting the development of educational ties between Azerbaijan and Korea in recent years, the Minister highly praised the expansion of cooperation with friendly Korea in the relevant direction. He also talked about the numerous projects implemented by Korea in the education field of the country, and works done in this field.     Next, Minister Mardanov spoke about the importance of agreement on the establishment of Electronic Learning Network and Digital Multimedia Infrastructure at Nakhchivan State University. Stressing that the above-mentioned agreement meets the realities of our country, the Minister noted that the year 2013 is proclaimed as the Year of Information and Communications Technology by the Order of President Ilham Aliyev. Moreover, the Minister gave information on achievements gained through the use of ICT in the education field over the recent years. He also expressed his belief that the agreement will contribute to the educational cooperation between the two countries. Misir Mardanov wished Extraordinary and Plenipotentiary Ambassador of the Republic of Korea to Azerbaijan Choi Suk-Inn every success in his future activity and expressed his belief that the relationship in the education field of both countries will further expand. Ambassador of Extraordinary and Plenipotentiary of the Republic of Korea to Azerbaijan Choi Suk-Inn talked about the development of relations in different areas, and underlined the importance of cooperation in the education field. He highly praised the announcement of 2013 as the Year of ICT in Azerbaijan. Noting the importance of grant agreement on the establishment of Electronic Learning Network and Digital Multimedia Infrastructure for Nakhchivan State University, the Ambassador expressed his confidence in the further development of educational ties between Azerbaijan and Korea. According to Rector of Nakhchivan State University Isa Habibbeyli the university headed by him cooperates with more than 80 universities worldwide. Noting relations with Korea have a special place in the existing cooperation, the Rector added that there are currently 324 students from 10 countries studying at university. Moreover, he noted that seven Korean students are currently studying at three levels of study of the university. According to him, they will consider sending one student, who will have the best results for learning Korean language at South Korean Language Learning Center operating at Nakhchivan State University, to summer school in Korea. He also informed about works done within the student exchange program, measures to be implemented as part of the grant agreement, and etc. Next, the grant agreement between the Ministry of Education of the Republic of Azerbaijan and Ministry of Foreign Affairs and Trade of the Republic of Korea for the establishment of Electronic Learning Network and Digital Multimedia Infrastructure at Nakhchivan State University was signed. The agreement was signed by Education Minister Misir Mardanov and Ambassador of Extraordinary and Plenipotentiary of the Republic of Korea to Azerbaijan Choi Suk-Inn. It was noted that, the main goal of the agreement is to create a portal to render online e-services for students, such as distance education, e-library and digital multimedia infrastructure. The ceremony was attended by Resident Representative of the Korea International Cooperation Agency (KOICA) to Azerbaijan Kim Eun Suk.

Pupils of children-youth sport and chess schools operating under the Ministry of Education achieved high results in the republican competitions, international tournaments, European and World championships held in 2012.

Last year, students won a total of 654 medals, including 274 gold, 189 silver and 191 bronze medals. 219 medals out of 557 won in various sporting disciplines at the republican championships and cup competitions are gold, 172 – silver and 166 – bronze. Moreover, 55 of 97 medals earned by students at international competitions are gold, 17 – silver and 25 - bronze.

On February 7, an awarding ceremony of winners of the 5th Biennale World Children's Art Competition held in Greece took place in Children-Youth Creativity Center of Nizami district.

18 young artists of the Center have achieved high places in the World Children's Art Competition. Thus, 7 contestants have won the first (gold medal), 4 – the second and 7 – the third places.   The ceremony was attended by Greek Ambassador to Azerbaijan Ioannis Metaxas. The Ambassador became acquainted with the activity of the Center and exhibition of young artists. Next, the winners of World Children Art Competition were awarded medals and diplomas. At the end, creative teams of the Centre gave a concert.

On February 8, a reporting meeting devoted to the Effective School Project took place in the Ministry of Education.

Education Minister Misir Mardanov gave detailed information on the Effective School Project jointly conducted with the Ministry of Education and Public Association “Modern Education and Training Support Centre” within the Second Education Sector Development Project. According to the Minister, the main goal of the project implemented during the period 2010-2012 is to improve the school management, create school-based training system to provide the professional development of teachers and strengthen the relationship between school and parents. Noting a total of 12 schools, including 3 schools from Baku and 9 from other cities of the country participated in the project, the Minister said that the project was divided into six components. He talked about works done within these components, conducted training courses, training trips of school directors of the pilot schools, educational events and preparation of visual aids for schools. Stressing a school mission has dramatically changed in the information century; the Minister underlined the importance of improving the working methods of the modern schools to keep up with world trends. Program director for education policy of Public Association “Modern Education and Training Support Centre” and head of Effective School Project Elmina Kazimzade gave detailed information on the Project. According to her, the main goal of the Project is to provide the professional development of teachers to ensure sustainable development of the schools. Noting, for the present 12 schools are participated in the project, E. Kazimzade underlined the possibility of using e-multimedia disc of the project and relevant electronic aids at other schools.    Project Coordinator Vafa Yagublu gave detailed information on the implemented works and their results. Director of school No. 16 of Shirvan city Chingiz Shiraliyev, director of lyceum “Zakalar” Aygun Ahmadli, director of school No. 6 of Lankaran Akif Khalıgov and director of Natural Sciences Gymnasium of Sumgayit Nizami Ahmadov made a speech on the themes of activity and professional level development of teachers at schools, effective management of schools and co-management, development of school environment and methods to teach inclusive education, and the role of Effective School Project in the accreditation process. Education Minister expressed his hope that the pilot project will help to define the sustainable development directions of the school, and provide the formation of the best school model in the country. Noting the importance of using the experience gained by pilot schools at other schools, the Minister expressed his confidence that this would contribute to the quality improvement of education and school management. At the end, the meeting attendees discussed the results of the project, voiced relevant suggestions, and received answers to questions taken from them.

On 8 February, at Kempinski Hotel Badamdar took place an opening ceremony of the Second Republican Contest “Scientists of Tomorrow.”

Students in grades 9-11 of secondary schools of Baku and Sumgayit participated in the contest jointly organized by Education, Youth and Sport ministries of Azerbaijan and Organization Madad. The main goal of the contest is to select Azeri students who achieved significant research results and sent to the Intel ISEF - International Science and Engineering Fair (USA). 116 students with 73 research projects are taking part in the contest held in 8 categories. The contest will end on February 9, and in each category the winners will be chosen and awarded by a jury consisting of scholars. Education Minister Misir Mardanov made a speech at the ceremony and noted the importance of the contest. Stressing the contest held within the Intel ISEF is one of the prestigious contests in the world; the Minister expressed his hope that Azeri students will achieve great success. According to him, the accession of the country to the Intel İSEF contest is not accidental, and Azerbaijan has a strong scientific potential, which should be conserved and used effectively. Speaking at the event Youth and Sport Minister Azad Rahimov and executive director of Organization Madad Vusal Khanlarov, Director of Institute of Petrochemical Processes of ANAS Vagif Abbasov and others stressed the importance of the contest.

Hotline Service of the Ministry of Education (telephone: 146; e-mail: qaynar-xett@edu.gov.az) received 15463 calls in 2012.

Of all calls received by the Service 14678 are enquiries and 785 are complaints. In January of last year the Service received 1441, in February 1629, in March 1629, in April 1265, in May 1055, in June 1073, in July 2385, in August 1196, in September 1441, in October 974, in November 613 and in December 762 calls. The analysis of the calls received by the Service shows that a community has been taking a close interest in reforms implemented in the education field. Over 70% of enquiries were about the organization, conduction of the centralized exams for the recruitment of teachers to schools and their results. Others were about programs implemented in the education system, international projects, national and international subject Olympiads, funding of education system, study abroad, additional education, admission to the different levels of education, and queries regarding the new assessment system at leaving classes of secondary schools, higher and secondary special education institutions. Other calls were about the reception and nostrification of educational documents, organization, conduction and reception of results for students subject Olympiads. Some queries were about the organization and management of education at all levels, study abroad, teaching load, salary accounting, reception and recognition of educational documents, and issues concerning preschool, general, vocational, secondary special and higher education institutions.  All queries received by the Hotline Service of the Ministry were responded. The complaints were investigated by the relevant departments and structural units of the Ministry. In 2012, the Hotline Service received 785 complaints from general, vocational, secondary special, higher and out-of-school education institutions. The majority of them were received from general education establishments. Complaints were mostly received from schools of Baku; some of them were from schools of Sumgayit, Ganja and Shirvan cities. Moreover, the Service received complaints from Absheron, Goranboy, Khachmaz, Gadabay, Sheki, Gabala, Shamakhi, Lerik, Astara, Masalli, Saatli, Beylegan, Agdam, Goygol, and Lankaran districts. They were about the organization of teaching process at secondary schools, shortcomings in material and technical equipment fields, failures at the management, and etc. Other queries were about the organization and management of teaching process at vocational schools, delay in the payment of stipends and salaries, and etc.   The Service also received calls regarding the provision of impartial assessment of students’ knowledge in winter and summer exam sessions at higher and secondary special education institutions in the 2011/2012 academic year and solution of negative occurrences. These types of calls received by the Service and Anti-Corruption Working Group of the Ministry of Education in January and June of 2012 were investigated by the Ministry staff and volunteers from some non-governmental organisations. The complaints received from universities were about non-receipt of graduate diplomas, organization of exams, delay in the payment of stipends, demanding money for examinations, delay in issuing diploma, dissatisfaction with exam results, demanding fees for diplomas, exclusion of students from the examination, improper organization of teaching process, incorrect assessment of students' knowledge, failure in the provision of students with exam questions, selling textbooks to students, etc. The Hotline Service of the Ministry has cooperated with exam centers and Hotline services established at universities during the winter and summer exam sessions, and invited NGO and media representatives to take part in the process to ensure publicity and transparency of results. As a result of measures taken during the exam sessions the objectivity and transparency have increased and number of complaints has decreased. In 2012, the Service received a total of 102 queries from universities, including 14 queries from Azerbaijan Institute of Teachers and its affiliates, 13 from Baku State University, 9 from Azerbaijan State Pedagogical University, 9 from Sumgait State University, 8 from Azerbaijan University of Languages, 3 from Azerbaijan State Economic University, 3 from Azerbaijan Technology University, 2 from Azerbaijan State Oil Academy, 2 from Ganja State University, 2 from Azerbaijan University of Tourism, 2 from Azerbaijan State Agricultural University, 2 from Baku Slavic University, 1 from Azerbaijan University of Culture and Arts, 1 from Lankaran State University, 1 from Azerbaijan Technical University, 1 from Azerbaijan Academy of Arts, 1 from Azerbaijan State Academy of Physical Culture and Sports, 7 from Azerbaijan International University, which activity was suspended, 4 from Qafqaz University, 3 from Baku Eurasia University, 3 from Baku Asia University, 3 from Western University, 3 from Tafakkur University, 2 from Baku Business University, 1 from Odlar Yurdu University, 1 from Azerbaijan Cooperation University and 1 from Azerbaijan Social Political University. This number is 35% less than the number of calls received from the universities in 2011. Directors of Gazakh, Shamakhi, Salyan, Guba and Agjabedi affiliates of AIT were dismissed, 11 personnel of Baku State University, 3 of Azerbaijan State Pedagogical University, 4 of Sumgait State University, more than 20 staff of Azerbaijan State Economic University and 4 of Azerbaijan Cooperation University received a disciplinary punishment as a result of reviewed complaints received by the Hotline Service of the Ministry, as well as Hotline services and examination centers of universities. Officials, who committed deficiencies in their activities were punished, dismissed and received a reprimand, as well as other administrative penalties as a result of complaints received and investigated by the Hotline Service of the Ministry.  Heads of education establishments, who have shortcomings in their activities, have received relevant tasks. Directors of number of investigated schools were recommended to increase spiritual and mental environment and enforce labor discipline at schools headed by them. Last year, information and conclusions regarding the results of investigated queries received by the Hotline Service were published on the website of the Ministry of Education; in the newspaper “Azerbaijan muallimi”, “Tehsil kheberleri” magazine and other print media.    Moreover, more information on the activity of the Service were provided on TV and radio channels, as well as published in different news portals and newspapers throughout the year.

On February 9, at the Ministry of Education was held an event devoted to the discussion of researches carried out by the staff of Institute for Educational Problems on the theme of “Condition and improvement of implemented works to prepare five-year old children for school.”

The event was attended by Education Minister Misir Mardanov, representatives of the Ministry and Institute for Educational Problems, directors of secondary schools of Baku and others. Speaking at the event Head of Preschool Curriculum Department of Institute for Educational Problems Lalezar Jafarova reported on results of implemented researches. She gave information on situation regarding provision of schools with relevant equipments, visual aids and didactic materials to prepare five-year-olds for school. Referring to an issue on preparation of five-year –olds for school in short-term training groups, L. Jafarova talked about abidance of consistency level between preschool education establishments and school. Department Head informed about the results of conducted researches, relevant statistics and put forward some proposals.   In his speech at the event, Education Minister Misir Mardanov talked about the current situation of preschool education in the country, basic problems and issues needed to be solved. The Minister underlined the importance of educational works implemented with children in preschool education establishments and in families. According to him, preschool education plays an important role in mental development and formation of the child, and that is why many countries around the world are paying special attention to the development of preschool education. He talked about experiences of number of developed countries in the preschool education field and stressed the need for benefiting from this experience. At the event, a number of speeches on the theme was made by the attendees and voiced some suggestions.

On 9 February, at Kempinski Hotel Badamdar took place an award ceremony of the winners of the Second Republican Contest “Scientists of Tomorrow.”

It should be noted that students in grades 9-11 of secondary schools of Baku and Sumgayit have participated in the contest jointly organized by Education, Youth and Sport ministries of Azerbaijan and Organization Madad. At the end of a two-day competition the winners revealed by the jury were awarded cash prizes, diplomas and medals.  After the award ceremony, 5 students among the winners were selected by the jury to take part in the International Science and Engineering Fair to be held in May this year in Phoenix, Arizona, USA. In his speech at the ceremony, Education Minister Misir Mardanov underlined that the contest was held amid a tense struggle and students took a more active role in the contest compared to the last year. He expressed his hope that the contest will be more intense next year and thanked Manager of Intel ISEF in CIS Tatyana Nanayeva, who visited Baku to observe the contest, and others, who contributed to the organization of the contest. The Minister congratulated the winners and wished them every success in their future endeavors.

On February 13, at the Ministry of Education took place a meeting with students of Cag Ogretim Isletmeleri Company Lyceums, who were successful in the international Olympiads.

It should be noted that, these students have won 4 bronze medals in the International Olympiad in Natural Sciences held in Tehran, Islamic Republic of Iran, from 1 to 10 December of 2012, one silver, 3 bronze medals and 2 incentive certificates in Jautikov International Physics, Mathematics and Information Sciences Olympiad held in Almaty, Kazakhstan, from 13 to 20 January of 2013.   Education Minister Misir Mardanov opened the ceremony by warmly welcoming the attendees. According to him, one of the priority directions of a state policy is to identify talented children and youth, and provide special attention and care to them. Noting this work is implemented in the republic within different programs, Mr. Mardanov highly praised the activity of Cag Ogretim Isletmeleri Company in the relevant field. Moreover, the Minister talked about the importance of students’ participation in international knowledge competitions, contests and Olympiads, and underlined the need to prepare for each Olympiad at least one year before based on a special program. He also underlined the importance of building relationships between universities, scientific and research institutes of ANAS and schools in order to achieve a success in these competitions.   According to Minister Mardanov, students of Cag Ogretim Isletmeleri Company Lyceums have always been a role model for success in the knowledge competitions, and at the end of his speech, he expressed his gratitude to the company management and personnel. The Minister congratulated students distinguished at the international Olympiads, their teachers and parents, and wished students great success in the most prestigious knowledge competitions that will be held in the future. Students, who were successful in the international Olympiads, were awarded presents in the event.

On February 13, at the Ministry of Education took place a meeting of Accreditation Council.

The meeting was devoted to the accreditation results of school No. 225 of Baku, physical-mathematical and informatics school-lyceum No. 27 named after I. Mammadov of Ganja, and school No.10 of Mingachevir. Speaking at the opening of the meeting Education Minister Misir Mardanov underlined the importance of accreditation held at general education establishments in improving activity levels of schools and the quality of education. Chair of Accreditation Commission on school No.225 of Baku Fikrat Khalilov gave information on the results of accreditation held at the school. He talked about the organization of teaching process, its teaching staff and students, graduate admissions statistics, etc. Chair of Accreditation Commission on school-lyceum named after I. Mammadov No.27 of Ganja Novruz Damirov talked about inspection held at the school. He gave information on the indicators of lyceum activities, its teaching staff, material and technical base, and compliance indicators of school’s activity with its status. Chair of Accreditation Commission on school No. 10 of Mingachevir, head of Accreditation Department of the Ministry Habib Zarbaliyev gave information about the activity of the school, students’ knowledge level, material and technical supply of the school. He also talked about the conditions created for the effective organization of the teaching process, the content of education, graduate admissions statistics, as well as suggestions made by the Accreditation Commission.  Further, questions taken from the meeting attendees were answered. Education Minister Misir Mardanov shared his views regarding forthcoming challenges of schools’ accreditation and gave his relevant recommendations. At the end of the meeting, the activity of school No.225 of Baku, school-lyceum No.27 named after I. Mammadov of Ganja and school No.10 of Mingachevir was assessed as “satisfactory” and made a decision on their accreditation.
