Minister of Education and Science of the Russian Federation visits Azerbaijan
On November 20, the delegation headed by Dmitry Livanov, Minister of Education and Science of the Russian Federation, visited the Alley of Honors to lay a wreath at the tomb of national leader Heydar Aliyev and to express respect and reverence for the blessed memory of the great leader. Then, the Russian delegation visited the graves of Azerbaijani citizens died for the country's independence and territorial integrity in the Alley of Martyrs. The purpose of the visit of Dmitry Livanov, Minister of Education and Science of the Russian Federation, is to expand relations between the two countries in the field of education and science. At secondary school No. 23 of Baku, Mikayil Jabbarov, Minister of Education of the Azerbaijan Republic, and Dmitry Livanov, Minister of Education and Science of the Russian Federation, met with the directors of secondary schools with Russian as the language of instruction. During the meeting, discussions were held on the teaching process of schools with Russian as the language of instruction in Azerbaijan and the questions of school principals were answered. During the visit of the Russian delegation, the establishment ceremony of Azerbaijan-Russia Association of Higher Education Institutions was held. Prior to the ceremony, Fatma Abdullazade, head of Humanitarian Policy Department of the Presidential Administration, Mikayil Jabbarov, Minister of Education, Akif Alizade, President of Azerbaijan National Academy of Sciences, and Elchin Babayev, Executive Director of the Science Development Fund, met with of Dmitry Livanov, Minister of Education and Science of the Russian Federation. During the meeting, they discussed issues related to cooperation between the two countries in the field of education and science. Speaking at the ceremony, Mikayil Jabbarov spoke about the importance of expanding relations between the two countries in the humanitarian, educational and scientific fields. The Minister said that the relations based the modern challenges would provide the basis for mutual exchange of experience and realization of joint innovative projects. Mentioning the existence of common historical ties between the two countries, Dmitry Livanov said in his speech that cooperation between higher education institutions generally had a positive impact on the quality of education. The Minister also noted that the newly established Azerbaijan-Russia Association of Higher Education Institutions would be a good platform for interuniversity cooperation. After listening to the speeches, a Memorandum on establishment of Azerbaijan-Russia Association of Higher Education Institutions was signed by rectors of higher education institutions of the two countries.

The Azerbaijan-Russia interuniversity forum
On November 19, the Azerbaijan-Russia interuniversity forum started at "ADA" University. Opening the Forum with opening speech, Hafiz Pashayev, Rector of "ADA" University, noted that there were historically extensive ties in the field of education between Azerbaijan and Russia. Rector also said that the Forum was attended by heads of universities located in various cities of Russia. Rector emphasized that a Memorandum on establishment of Azerbaijan-Russia Association of Higher Education Institutions would be signed within the framework of the Forum and this body would give impetus to the further expansion of cooperation between universities of the two countries. During the forum, Elkhan Huseynov, Rector of Sumgait State University, Ramil Bakhtizin, Rector of Ufa State Petroleum Technological University, Gulchohra Mammadova, Rector of Azerbaijan University of Architecture and Construction, Efim Pivovar, Acting rector of the Russian State University for the Humanities, Mustafa Babanli, Rector of Azerbaijan State University of Oil and Industry, Dmitry Bykov, Rector of Samara State Technical University, and Havar Mammadov, Rector of Azerbaijan Technical University, delivered speeches on the activities of the higher education institutions headed by them and the priority directions of mutual cooperation. The speakers emphasized the importance of the forum in terms of exchange of experience and noted that the forum would contribute to the establishment of interuniversity cooperation and the development of scientific relations. The forum will continue the next day. Within the framework of the forum, it is scheduled that Mikayil Jabbarov, Minister of Education of the Azerbaijan Republic, will meet with Dmitry Livanov, Minister of Education and Science of the Russian Federation, who will visit Baku to participate in this important event, as well as, a Memorandum on establishment of Azerbaijan-Russia Association of Higher Education Institutions will be signed.

The first stage of subject competitions has ended
The first stage of subject competitions in mathematics, physics, chemistry and biology among 7-8th grades students ended. 8769 pupils participated in the first stage of subject competitions held in the country. It is scheduled to hold the second stage of subject competitions on December 5, the third stage in January 9 next year. The countrywide subject competitions will be organized in May next year. The competitions consisting of 3 stages are implemented within the framework of preparation for the international Olympiads. At the same time, the main objective of competitions is to increase schoolchildren`s interest in subjects in the regions and cities of the country, to create conditions for healthy competition among talented and hard-working pupils and to strengthen their potential.It should be noted that subject competitions, held among 35 schools selected from Baku and Sumgait as a pilot project in the past academic year, aroused great interest among pupils and teachers. According to the results of subject competitions, groups were created on the basis of subjects and lessons were conducted in order to prepare pupils, taking an active part in competitions, for national and international competitions, as well as Olympiads.

The seminar-meeting on the theme "Implementation of clerical work and consideration of citizens' appeals"
On November 17, a regular seminar-meeting on the theme "Implementation of clerical work and consideration of citizens' appeals at local education governing bodies and educational institutions" was held in Sheki. The meeting, held with the organizational support of the Ministry of Education, was attended by officials of the Administration of President of the Republic of Azerbaijan and the Ministry of Education, as well as heads of educational institutions of Sheki, Balakan, Zagatala, Gakh, Oguz, Gabala, Agdash and clerical workers. First of all, the event participants familiarized themselves with Gokhmug village secondary school, which was opened on November 4 with the participation of the head of the state. The books were donated to the school library by the Presidential Administration and the Ministry of Education. During the meeting, Elnur Aliyev, head of the Information Department of the Ministry of Education, told about the organization of the clerical work and the process for consideration of citizens' appeals in accordance with the requirements of current legislation. During the event, the participants were informed about the work done at education governing bodies in terms of improvement of the reception of citizens, automation of the process of making an appointment and creation of the observing system for results. At the same time, statistics on the calls received by Call Center (“Hotline” service, phone: 146) of the Ministry of Education and the services rendered to the citizens in Citizens Reception Center was made public. Israfil Gurbanov, Deputy Head of the Department for work with Documents and Citizens' Appeals of the Presidential Administration, underlined the importance of the proper organization of work with documents related to citizens` appeals and the use of modern technology in this field. It was noted that the "Law on citizens` appeals", that was used according to a Decree recently signed by the head of state, would further improve and modernize the regulatory framework. At the end of the seminar, the questions of the participants were answered.

The meeting on changes to student scholarships was held at the Ministry of Education
On November 12, the meeting on changes to student scholarships was held at the Ministry of Education with Vice-rectors and deans of higher education institutions. The event was attended by Yagub Piriyev, Deputy Head of the Apparatus of the Ministry of Education, and Natig Ibrahimov, Deputy Head of the Department of Science and Higher Education. During the meeting, the duties arising from the Order of the President of Azerbaijan Republic on "Making amendments to the Order No. 3108 of the President of Azerbaijan Republic on "Increasing scholarships for doctoral candidates, students and pupils of higher, secondary specialized and initial vocational education institutions" dated August 30, 2013" were explained to the employees of the higher education institutions. It was noted that according to the Order, scholarships would be paid to students receiving full-time education at higher and secondary specialized education institutions regardless of tuition-free education or fee-based education for students and taking into account the overall average success rate and the academic achievements in subjects. It was underlined that the document signed by the head of state was aimed to increase state care for students, to stimulate students' interest in education, to create a competitive environment among learners in order to improve the quality of education in accordance with the National Strategy for the Development of Education. The new rule reflects the true purpose of student scholarship and is based on the principle of justice. Thus, in accordance with the Order, after the first half-year, regardless of tuition-free education or fee-based education for students, scholarships will be assigned to those, who differ in high academic achievement, after taking into account the total number of students admitted to education institution, to this specialty with the state order in the current year. It should be noted that the Order has a number of advantages from the social point of view. Thus, the implementation of the Order provides an opportunity for students from low-income families, and for those, who get a fee-based education and differ in high academic achievement, to receive a scholarship. In addition, refugees and internally displaced persons, as well as students from privileged families, whose tuition fees are paid by the state, will have the opportunity to improve social welfare. The Order will enable to stimulate interest in education and to create a competitive environment among learners. This, in turn, will create favorable conditions to improve the quality of education and to carry out a training of high-quality personnel. At the end of the meeting, numerous questions of Vice-rectors and deans of higher education institutions were answered.

Minister of Education met with Ambassador of the Swiss Confederation to the Republic of Azerbaijan
On November 11, Mikayil Jabbarov, Minister of Education, received Philipp Stalder, newly-appointed Ambassador Extraordinary and Plenipotentiary of the Swiss Confederation to the Republic of Azerbaijan. Minister of Education congratulated Philipp Stalder on the occasion of his appointment as Ambassador Extraordinary and Plenipotentiary of the Swiss Confederation to Azerbaijan and wished him success in his future activities in the direction of the development of relations between the two countries. During the meeting, they discussed the current state of relations between Switzerland and Azerbaijan in the field of education and the prospects for further cooperation in accordance with the targets defined by the National Strategy for the Development of Education in the Republic of Azerbaijan.

"ADA" University hosted the opening ceremony of master's degree in management program for education
On November 11, "ADA" University hosted the opening ceremony of master's degree in management program for education. At the opening ceremony, Hafiz Pashayev, Rector of "ADA" University, Ambassador, spoke about the measures taken in the field of development of education at the university headed by him and achievements of the university. Rector and Ambassador Hafiz Pashayev expressed his views on master's degree in management program for education. Jeyhun Bayramov, Deputy Minister of Education, emphasized the role of education in the modern world and the importance of the "National Strategy for the Development of Education in the Republic of Azerbaijan". The Deputy Minister also expressed confidence that the relevant program would have effective results. Then, they provided detailed information about master's degree in management program. It should be noted that the Faculty of Educational Management of "ADA" University has announced admission to the management program for education with the support of the Ministry of Education and in collaboration with Michigan State University of the United States. The master's program will be taught in English for 15 months. Lessons will be conducted by local and foreign professors. Students are able to choose specialization in the direction of secondary or higher education. Students, whose level of English language is not acceptable for graduate education, will be offered additional language training classes. During the training period, students will participate in workshops and visits, as well as will have an opportunity to learn foreign experience through exchange programs. Nobel laureate visited the Ministry of Education
On November 11, Mikayil Jabbarov, Minister of Education, received Nobel laureate George Smoot, who is paying a visit to Baku. During the meeting, they discussed the new innovative ways of the organization of scientific studies and teaching process at higher educational institutions of Azerbaijan, the use of modern technological innovations in the field of science and other issues of mutual interest. It should be noted that G. Smoot was awarded the Nobel Prize in physics in 2006. He arrived in Baku to participate in the ceremony dedicated to the 70th anniversary of Azerbaijan National Academy of Sciences (ANAS).

Training program on textbooks
On November 13, a training program entitled “Training course on preparation and evaluation of textbooks” began at Khazar University. The main objective of the training, which was held at the request of the Ministry of Education, is to increase knowledge of the teachers, writing textbooks for secondary schools, the experts, evaluating textbooks, and the potential authors about the preparation and evaluation of textbooks in accordance with the principles of the new education program (curriculum). The 60-hour training course will last for10 days. The course was organized in five groups (mathematics/informatics, natural sciences, history/geography, the Azerbaijani language and literature, and foreign languages). At the training course, the specialists, invited from Uludag University and Gazi University (Turkey), the University of Dublin (Ireland) and the University of Amsterdam (the Netherlands), will familiarize participants with emerging trends in the field of preparation and evaluation of textbooks.

Azerbaijani taekwondo fighters won a significant victory at the international tournament
Azerbaijani athletes achieved success at the International Taekwondo Tournament held in Tolyatti, Russia. At the tournament, Azerbaijan was represented by pupils of Lankaran branch of the Republican Sports Center "Tahsil". The tournament brought together about 600 fighters from Azerbaijan, Russia, Belarus, and Kazakhstan. Goncha Huseynli, pupil of the Republican Sports Center "Tahsil", completed in the 47 kg weight class and won the first place by defeating the Russian athlete in the final. Kubra Amirzade, another pupil of the school, completed in the 55 kg weight class and won the second place by being defeated by the Russian athlete in the final.
