The measures taken within the frame of implementation of the "State Program (for 2006-2015 years) on alternative care and giving of children (Deinstitutionalization) from state child establishments to the families in Azerbaijan Republic" in 2014.
There're 9903 students educated in 42 state care establishments operating in Azerbaijan. 3548 of these students stay in these institutions.
In 2013-2014 academic years, 716 students graduated from the state care establishments. 48 of these graduates entered higher educational institutions, 29 - specialized secondary schools and 91 - vocational education institutions.
As a result of the establishment of support services to children and families and systematic preventive measures taken among children and families from the risk groups, 589 children, totally for the country up to date and 15 children for 2014 were prevented to enter state care establishments. In 2014, 33 children living in boarding schools for children deprived of parental care and state care establishments were returned to their biological families, and close relatives.
10 children from the centralized list of the Ministry of education on adopted children were adopted and adoption issue of 4 children is being reviewed by the jurisdiction of the district courts.
According the investment program of the Ministry of Education, in Lankaran, the family-type small group house for boys is under construction. Also, the proposal on the abolition of the Lankaran city orphanage and establishment of "Gunerzi" care center at its base was sent to the Cabinet of Ministers. As a result of the measures taken in this direction up to now, 12 boarding schools were transformed and 2 boarding schools were liquidated.
Republican special boarding schools no. 6 and 3 for children with disabilities was renovated by the Heydar Aliyev Foundation. Currently, 3 boarding schools located in Baku are provided with capital repair and construction works. It's planned start of repair works in 4 boarding schools in 2014.
Note that, since the last academic year, for the first time, the boarding schools under the Ministry of Education were provided with the centralized management of the nutrition in order to meet the international and local standards, sanitary-hygienic and sanitary-epidemiological requirements.
Provision of equipment, clothing and other resources to the boarding schools is implemented in accordance with the demand. The schools are provided with the modern buses. These vehicles are uses for organization of tours and excursions to historical monuments and museums located in Baku, as well as in regions for the students.
In order to improve the quality of education, there were prepared new training programs for the education of the children with disabilities in Grades 1-4, were published new generation textbooks and "Logopedist album" for these grades and were conducted curriculum trainings for pedagogical staff.
In the last academic year, in drawing, essay contests and various sport competitions, 53 students of the boarding schools took first place, 32 - second and 46 - third place.
Over the last five years, 3703 students graduated from the state care establishments and boarding schools. 214 of these graduates entered higher educational institutions, 152 - specialized secondary schools and 482 - vocational education institutions.
