Azərbaycan Xalq Cümhuriyyəti hökumətinin 1918-ci il 28 may tarixli qərarı ilə maarif və təhsil üzrə ilk nazirlik-Xalq Maarifi Nazirliyi yaradılıb. Nazirlər Şurasının 30 iyun 1918-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin üç şöbədən (ümumi orta təhsil, ali və orta ixtisas təhsili, peşə məktəbləri) ibarət strukturu təsdiq olunub.

Azərbaycan SSR Xalq Komissarları Sovetinin 28 aprel 1920-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin adı dəyişdirilərək Xalq Maarifi Komissarlığı adı ilə yenidən təşkil edilib və ölkədəki bütün təhsil müəssisələri bu qurumun tabeliyinə verilib.

On April 23 at the Rotunda Hall of Landmark Hotel took place a final exhibition of the scientific and technical creativity contest of children and teenagers and awarding ceremony of winners.

The event was attended by Deputy Education Minister Elmar Gasimov, Deputy Finance Minister Azer Bayramov, Chairman of Voluntary Military Patriotic and Technical Sport Society Novruzali Orujov, rector of Azerbaijan Technical University Havar Mammadov, and deputy head of Sabail district Executive Power Khalida Bayramova.

Speaking at the opening Deputy Education Minister Elmar Gasimov has welcomed the guests and attendees. He gave information on the contest held among 8-18 year - olds children and teenagers of technical creativity centres, which was organized in 3 levels. According to him 300 schools of 9 areas took part in the contest, the first level of which was held on February, second level during February and March. Deputy Minister noted that 45 pupil out of 185 representing 45 schools of districts and cities of the country have been announced a winner of the republican level of the contest. Moreover, the contest was held in 15 categories on five types of aircraft model, space rocket model, auto model, ship model and radio technique. At the end of his speech E.Gasimov congratulated the winners and wished them great success.

Further, winners were awarded the diplomas of the Ministry of Education and presents.

After the awards ceremony attendees have become acquainted with an exhibition of handicrafts made by children.
