On 28 November, a presentation and handover ceremony was held for the “Interactive Education Assistance” project for the Nakhchivan Autonomous Republic, signed between the Ministry of Science and Education and the Ministry of Commerce of the People's Republic of China.

The event was attended by the Plenipotentiary Representative of the President of the Republic of Azerbaijan in the Nakhchivan Autonomous Republic Jeyhun Jalilov, Minister of Science and Education Emin Amrullayev, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Republic of Azerbaijan Lu Mei, and Minister of Education of the Nakhchivan Autonomous Republic Elkhan Najafov.

The Plenipotentiary Representative of the President of the Republic of Azerbaijan in the Nakhchivan Autonomous Republic, Jeyhun Jalilov, noted that under the leadership and special care of the head of state, large-scale work is being carried out in the country on the comprehensive development of education, and stressed that this work is also being successfully implemented in the Nakhchivan Autonomous Republic. The Plenipotentiary Representative also stated that the ‘State Program for the Socio-Economic Development of the Nakhchivan Autonomous Republic for 2023-2027’ identifies the development of education as one of the priority areas, and many projects are being implemented in this field.

Jeyhun Jalilov expressed confidence that the project, implemented within the framework of developing cooperation between the Republic of Azerbaijan and the People's Republic of China, will play an important role in organizing interactive learning in educational institutions of the autonomous republic and improving students' skills. He also thanked everyone who contributed to the implementation of the project.

Minister of Science and Education Emin Amrullayev emphasized that cooperation in the field of science and education is deepening against the backdrop of the development of Azerbaijani-Chinese relations. Recalling President Ilham Aliyev's recent visit to the People's Republic of China, the minister noted that during this visit, among other areas, a protocol on cooperation in science and technology was signed. The implementation of the “Interactive Educational Assistance” project as part of this cooperation will create conditions for more intensive development of innovation-based education in the Nakhchivan Autonomous Republic, which is one of the leaders in this field in our country.

Ambassador Lu Mei said that thanks to the care and strategic leadership of the leaders of the two countries, China-Azerbaijan relations have been developing rapidly in recent years. During President Ilham Aliyev's two official visits to China this year, the heads of state announced the upgrading of bilateral relations to a ‘Comprehensive Strategic Partnership’ level.

It is emphasized that the “Interactive Educational Assistance” project demonstrates the Chinese government's support for Azerbaijan's development strategy, “Azerbaijan 2020: A Look into the Future, and the Ministry of Science and Education's plans for digital transformation. The project, which has been the focus of special attention from both sides since the 2019 intergovernmental agreement, is now being successfully completed.

Lu Mei stated that China will continue to support regional cooperation with the Nakhchivan Autonomous Republic in the fields of education and digital technology, and expressed confidence in the project's success.

Information was then presented on the “Interactive Educational Assistance” project. It was noted that, as part of the project, a data processing centre and control room had been set up at the Ministry of Education of the Nakhchivan Autonomous Republic, and that the relevant technical infrastructure had been installed and a unified electronic platform had been put into operation in the institutions subordinate to the ministry. The data processing centre consists of 38 servers, a cooling and control system, divided into four parts. For better and more efficient organization of interactive communication, two smart boards have been installed in the STEAM centre and each educational institution, and 2,300 tablets have been made available to students.

The event showcased the capabilities of the ministry's control room and the STEAM centre, and monitored communications between educational institutions connected to the system. It was noted that lessons conducted at the STEAM centre can be tracked in real time and retrospectively. As part of the pilot project, 24 educational institutions have already been integrated into the new electronic educational platform. The next stage involves connecting other educational institutions in the autonomous republic to this system.

At the event, a handover agreement was signed between the Government of the Republic of Azerbaijan and the Government of the People's Republic of China on the ‘Interactive Educational Assistance’ project for the Nakhchivan Autonomous Republic.
