  • Azərbaycan Xalq Cümhuriyyəti hökumətinin 1918-ci il 28 may tarixli qərarı ilə maarif və təhsil üzrə ilk nazirlik-Xalq Maarifi Nazirliyi yaradılıb. Nazirlər Şurasının 30 iyun 1918-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin üç şöbədən (ümumi orta təhsil, ali və orta ixtisas təhsili, peşə məktəbləri) ibarət strukturu təsdiq olunub.

    Azərbaycan SSR Xalq Komissarları Sovetinin 28 aprel 1920-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin adı dəyişdirilərək Xalq Maarifi Komissarlığı adı ilə yenidən təşkil edilib və ölkədəki bütün təhsil müəssisələri bu qurumun tabeliyinə verilib.

The seminar on the topic of “Turin process and support in implementation of national specialty frame in Azerbaijan”, has been held on november 5.

The seminar is dedicated to 2 spheres as “Turin process” and “National Specialty Frame”.
The Ministry of Education, The Ministry of Labor and Social Protection, The Ministry of Economy and Industry, State Statistic Committee, State Employment Service, ownership organizations, primary vocational education schools, trade unions, The Institute for Education Problems, NGO, the representatives of large enterprises and research centers, took part in the seminar.
Making a speech in the seminar, Firudin Gurbanov deputy minister of education stated that, the reforms on the sphere of primary vocational education, are implemented in Azerbaijan now.  The reforms surround the spheres related to management structure, specialties’ formation and learning of new specialties. Reminding completion of state program on development of primary vocational education sphere for 2007-2012, F. Gurbanov stated that, The Ministry of Education is performing work on preparation of new program. The deputy minister stessed determinatin of the targets and performance of analysis. The preparation of new program related to development of vocational education, is expected till 2020 on this basis.
The specialists of The Ministry of Education presented primary version of report of Turin process for 2014 about Azerbaijan. After presentation, the discussions have been performed, the recommendations and priorities have been put forward for development of vocational education and training system. 
The second part of seminar, has been dedicated to the results of support of European Training Fund in application of national specialty frame. It was stated that, Specialty Frame of Azerbaijan Republic, is expected to be approved by The Cabinet of Ministers. The European Union plans to support in application of Azerbaijan specialty frame within framework of support program in education since the second half of 2015.
