• Azərbaycan Xalq Cümhuriyyəti hökumətinin 1918-ci il 28 may tarixli qərarı ilə maarif və təhsil üzrə ilk nazirlik-Xalq Maarifi Nazirliyi yaradılıb. Nazirlər Şurasının 30 iyun 1918-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin üç şöbədən (ümumi orta təhsil, ali və orta ixtisas təhsili, peşə məktəbləri) ibarət strukturu təsdiq olunub.

    Azərbaycan SSR Xalq Komissarları Sovetinin 28 aprel 1920-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin adı dəyişdirilərək Xalq Maarifi Komissarlığı adı ilə yenidən təşkil edilib və ölkədəki bütün təhsil müəssisələri bu qurumun tabeliyinə verilib.

Mikayil Jabbarov, the minister of education signed order about organization of “The best secondary school” and “The best teacher” according to the results of 2013-2014 academic years.

According to the order, organizational committee has been established related to conducting of contest and regulation of this process.
This process, is implemented according to the order “About allocation of the prizes on the best secondary school and the best teacher” of The President of Azerbaijan Republic.
Main goal in organization of contest is to determine secondary schools differed with its quality indicators who obtained successful results on the sphere of training-education through application of innovative education programs, widely spread advanced experience of pedagogical staff at republic level, create real condition for amplification of strong competition for innavation among education institutions and actively draw attention of community, parents, philanthropists, business bodies in the issues regarding with development of the secondary schools.
Secondary schools who want to take part in the contest, should have several higher indicators. For example, the conditions like higher admission percent of the graduates in higher education institutions for last 3 years, at the same time obtaining of high points by the graduates, graduates’  participation in the projects on application of modern training technologies also other development- oriented innovative education programs, keeping of relevant places by the pupils in olympiad, contest and competitions at republic and international level, full recruitment of secondary school with ubject teachers, high level of teacher-pupil rate, no infringment of education and labor legislation, safety and sanitary requirements, also putting forward of positive opinions about the secondary school in several inquiries, are dominated. 
Directions on spending of the prizes to be presented to the secondary schools, are pointed in advance. These directions includes buying of laboratory, computer and sport equipment, enlargement of usage opportunities from information and communication technologies, presentation of the prizes to talented pupils and teachers differed in their works, compilation of development-oriented project and programs, buying of e-teaaching means, scientifical-methodical literature, organization of the business trips to the foreign countries for participation in innovative education programs.
Main goal in conducting of contest “The best teacher”, is to detect potential of creative teacher functioning in the secondary education institutions of country, determine talented teachers differed with their successful results on the sphere of application of modern teaching technologies, create favourable condition for the teachers in order to demonstrate their pedagogical masterships, raise teacher’ s status and reputation in the community, achieve growing of teacher’ s role in implementation of eduction policy of state and deliver importance of stimulative actions in thr development of their professionalism level to the attention of wide community.        
Teachers who want to take part in the contest, should have at least five pedagogical work experience, pass retraining courses, be participant of teaching trainings within framework of pilot and development-oriented projects, take part in relevant course organized in other countries by purpose to make exchange of opinion, also should teach in retraining actions, seminar and trainings, conduct the lessons, teacher’s pupils should achieve successful results in admission examinations in the universities on the specialty taught by him, keep relevant places at the final phase of subject olympiades, contest, exhibition and contests.
