Nazirlər Şurasının 30 iyun 1918-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin üç şöbədən (ümumi orta təhsil, ali və orta ixtisas təhsili, peşə məktəbləri) ibarət strukturu təsdiq olunub.

Azərbaycan SSR Xalq Komissarları Sovetinin 28 aprel 1920-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin adı dəyişdirilərək Xalq Maarifi Komissarlığı adı ilə yenidən təşkil edilib və ölkədəki bütün təhsil müəssisələri bu qurumun tabeliyinə verilib.

Mikayil Jabbarov, minister of education visited Gusar region on october 17 according to reception schedule of the leaders of central executive powers on the citizens living in town and regions.

Minister of education was acquainted with the course of construction works in the general secondary school to be constructed in Hil village of region within framework of visit.

It should be noted that, building of 187- seat secondary school functioning in the Hil village, is being constructed. Last completion works are one the eve in newly constructed school.

Also, minister was acquainted with teaching condition of 720- seat secondary school functioning in the Hil village. Achievements of education institution, were discussed with the members of pedagogical staff and course of lesson was watched in several classrooms.

Then, minister of education received the citizens living in Gusar, Guba, Khachmaz, Shabran, Khizi and Siyazan regionsin Guisar Olympic Sport Complex.

Citizens mostly appealed regarding with the issues like recruitment of the teachers or change of work place from one school to another one, also from one region to another one, replacement of higher and secondary education students from one education institution to another one, study fee, study in abroad, awarding of honorary titles and other issues.

Appeal of 63 citizens, were listened in the reception and most of issues, were settled immdediately. Relevant bodies of the ministry, have been tasked regarding with several appeals.

Appeals of several citizens that aren’t related to ministry’ authority or personal character, have been registered and controlled in order to deliver them to the attention of relevant bodies.
