2900 schools were built and repaired for last 10 years.
Work on the direction of creation of linguistic rooms in educational establishments and provision of the room with special facilities, repair of primary military training rooms and amplification of material-technical base of the room with accordingly fully equipped military facilities. Works like provision of laboratory and sport halls with special equipments, also installation of modern fitness inventories are among the works to be performed. It should be noted that, amplification of for protection in several schools for this academic year, provision of primary vocational establishments with the fitnesses accoridng to specialty, are expected as well.
Implementation of several reforms on the sphere of secondary education, is priority for new academic year. Organization of preschool education in pilot form in selected schools of Baku, compilaiton and approval of revised form of organization and performance rules of republic subject olympiades, monitoring of teaching condition of Azerbaijan language as state language in russian-language schools, are such kind of actions.
Work regarding with amplification of actions on the direction of development of teaching of subject “Conscription readiness” which plays important role inpupils’ patriotism education, also implementation of significant actions on the direction of pupils’ reading culture for current academic year, will be performed.
Determination of the proposals under differentiation of transfer of the pupils from elementary education level to next level, also performance of relevant mechanisms and adminstrative works regarding with transfer to 12 years study, are the works envisaged for realization in this academic year.
It should be noted that, facultative course by name “History of Karabakh”, will be taught in VIII grades og the secondary schools.
“Strong education grade” is functioning as pilot project in 15 grades of 6 secondary schools of our country within framework of “Strong education-strong nation” project from new academic year.
Formation of new type parent-teacher committee in nearly 50 secondary schools of our country, is envisaged from 2015-2016 academic year.
Firstly textbook in maximum name and number– 271 and 7.8 million pieceshave been published in Azerbaijan. These books thar arecomplete new for some grades or repetitive publication for the rest, have been delivered in all schools.
Tender on compilation of VIII grade textbooks under next academic year, has been declared 1 year ago. Admission of the textbooks under tenderends at the end of October of this year. Submitted textbook models will be evaluated on november-december. Selected textbooks will be printed in limited number and tested in pilot schools on january-may of 2015.Taking into account comment and suggestions, textbooks will be distributed to the schools long before begining of academic year.
IV grade textbooks will also essentially impoved under next academic year and tender on compilation of the textbooks 1 year in advance will be announced for IX grades of the secondary schools. The same textbooks will be applied for 2016-2017 academic year.
Regional educations departments will start from january 1 of the next year under order “About development of structure of The Ministry of Education of Azerbaijan Republic” signed by President.
According to “Replacement and recruitment Rules of the teachers in the secondary schools and vocational schools”, replacement of the teachers who are currently functioning from one region (town) to another region (town) has been implemented through contest under centralized procedure by The Ministry of Education for the first time. 1149 teachers submited e-application for change of their work place, only 96 teachers obtained right to change their work place according to final result.
According to the results of contest on recruitment of the teachers in the secondary schools and vocationa schols for 2014-2015, generally 1692 persons were recruited that, 1405 of them (83%) were applied motivation actions. Occupancy level of the vacancies increased to 40 % than previous academic year.
Change has been made in the decision No. 67 dated april 14, 2010 of The Cabinet of Ministers of Azerbaijan Republic “About determination of additional concessions and stimulaitve actiosn for young specialists who began his action in the secondary schools and who graduated higher and secondary educational establishments under pedagogical specialists” by the decision of The Cabinet of Ministers taking into account the proposals of The Ministry of Education.
“Ethical code of conduct of the teachers” has been approved by order of The Minister of Education. According to the rules, new recruited teachers started their action by “Teacher oath” in this academic year.
Targets like creation of result-oriented and transparent management in educational establishments, application of strategical management, also the targets as giving of management, academic, financial and organizational autonomy to educational establishments, are determined in “State Strategy on development of education in Azerbaijan Republic”. Aplication of new mechanism on increase of professionalism level of of school directors and teaching staff who wish to work at this position in future had already started in order to achieve the same targets. 547 persosns applied to take part in the contest, 50 persons have been selected under 3-stage contest mechanism and involved in the trainings.
Goal of training is to train school directors who have professional competencies and management skills and also appoint them in high posts. 14 persons who achieved success in the training, have been appointed in the position of director in the secondary schools of Baku. New mechanism will be developed and applied at higher level.
Test assessment of 28758 teachers functioning in the secondary schools of Baku under 20 subjects, has been held for the first time. According to the results of testassessment, change in the wages of the teachers, is expected from the next fiscal year.
Test assessment will surround all regions of our country.
Teachers who will teach primary, V-VII grades of the secondary schools and who haven’t passed curriculum trainings till today, are trained 60 academic hours. Training courses, are performed by local specialists in Nakhchivan Autonomous Republic. This process is held by the organizations who obtained right to perform these trainings in other town and regions.
Trainings started from August of this year. Training of 20 000 teachers, is expected till November.
Special stimulative program, has been implemented for the students admitted in teacher specialty from 2014-2015 academic year. So, youth who selected specialty with their own desire and who were admitted in the universty with higher point, have been applied special priviliges. Scholarship in the amount of 100 azn has been firstly determined for 300 students who were admitted in the universities pointing teacher specialty in the first and second row and who obtained more than 500 points in admission examinations for the universities.
Provision of internet access of 20 educational establishments located in Baku and other town and regions with fiber-optic communication channels to Azerbaijan Education Network, is expected in new academic year. Provison of 200 educational establishments located in the regions with ADSL communication channels to Azerbaijan Education Network and internet access.
Enlargement of application of electronic educational technologies, will be startedform this year. So, application of “Labdisc” laboratory facilities in national teaching system, creation of open training resources in Azerbaijan language, also e-textbooks under different subjects for usagein educational establishments and spreading them through “Bulud” system, as well as compilation of e-resources for different subjects, are among important issues.
Generally 43 schools use e-magazines within framework of project “e-school”. 11 schools will completely use e-magazines instead of paper magazine from current year. Number of school to be used e-magazines, will reach to 31.
11 training vehicles, 37 modern agrucultural technique, visual and technical training means in 30 names, have been presented to primary vocational schools for last 30 years.
Taking into account development of vocational education as priority, admission plan for primary vocational establishments has been compiled through investigating labor market’ requirements for the first time.
Staff training will be performed under 118 specialties in current year. 16070 admission plan for primary vocational establishments, has been approved for 2014-2015 academic year. 11310 of them are state-funded, but 4670 of them are paid basis.
One of main novelties on the sphere of primary vocational education, is organization of special courses under training of senior staff to vocational establishments for the first time by support of local and international organizations. Main goal in organization of the same courses, is to train future managers who have skills and abilities on modern tendencies on the sphere of management for vocational establishments.
Selection process of company who leads project witihn framework of “Agreement on Credit obtained from Economical Development Cooperation Fund for Establishment Project of Vocational School between Azerbaijan Republic and Korea Republic”, is near to completion. Furthermore, construction of vocational complex will be started for the next several months.
Signing of Cooperation Memorandum for “Developmentand Amplification of Vocational Education and Training in Azerbaijan” between The Ministry of Education and Rogaland Training and Education Center, is envisaged on october of this year. Implementation of joint actions on the sphere of application of new management model in several vocational schools as pilot, compilation of teaching materials, application of new retraining, recompilation and specialty change model for enginner-teaching staff, improvement of legislative base, are envisaged within framework of this project.
Training of staff under “security” specialty will start in Baku Vocational Lyceum No. 5 that will continue its action after capital repairs. At the same time, modern workshops will be established and training of staff under different spheres of economy will be implemented.
Modern teaching workshops will be established in more 2 schools in new aademic year within framework of cooperation with “Eldar Studio”.
Trainings on automation and informatics will be organized for 10 teachers and master working at primary vocational establishments by support of Turkish Cooperation and Coordination Agency in Mazhar Anadolu lyceum of Turkey.
According to “Organization rules of teaching with credit system in the secondary schools” approved by decision of The Cabinet of Ministers and order of The Ministry of Education, students will study under credit system from 2014-2015 academic year. In this regard, all important preparation works have been performed, education programs based on credit system under 115 specialties have been compiled and applied.
Work on establishment of regional colleges had already started in accordance with “Azerbaijan 2020: Vision to future” Development Conception. Masalli State Regional College has been established by relevant decision of The Cabinet of Ministers and this body started its function from this academic year.
According to order of President of Azerbaijan Republic, Mr. Ilham Aliyev “About awarding of Presidential scholarship to the students who were admitted in the universities of Azerbaijan Republic in 2014-2015”, 102 students who obtained higher point have beenPresidential scholarship.
SABAH groups started its action for the first time in the universities from new academic years. 738 best students selcted under the specialties of the universities of country, will continue their study in new groups.
New generation programs and accordingly compiled teaching plans under 138 specialties that reflect the competencies made to skills, ability and habits of graduate at bachelor degree of higher education, will be applied from 2014-2015 academic year.
Staff training under double specialties (mathematics and computer science, chemistry and biology, history and geography) in the universities where teacher training is performed, will conducted under 5 years teaching plans.
According to appropriate legislation, establishment of Accreditation Agency under The Ministry of Education, is expected. Agency will implement work on amplification of education quality and accreditation of educational establishments.
Start of subsidized education credir and grant prooject for the students, is expectedfrom II semester of this academic year. At present, work on this regard is one the eve of completion in The Ministry of Education.
2902 persons have been sent for study in abroad within framework of State Program on study in abroad till today. Most of the students- 787 persosns obtained right to study in the leading universities of foreign countries in last year compared to previous year.
More preference is given to education levels after bachelor degree in selection process and certain reforms, have been implemented on the direction ofdevelopment of program.
