Azerbaijan and OpenAI Collaborate to Deploy AI-Powered Tutoring Across the Nation's Schools

The Ministry of Science and Education, the Ministry of Digital Development and Transport, and OpenAI sign MOU to bring adaptive AI tutoring to 500,000+ students – the first state-integrated deployment of its kind in the region.

The Ministry of Science and Education of the Republic of Azerbaijan and OpenAI today began a collaboration to deploy a Ministry-led adaptive tutoring platform powered by OpenAI’s API.  The platform will be deployed across Azerbaijan's national Digital School network.

The platform will operate as an AI layer within Azerbaijan's existing national learning programme. It will deliver adaptive diagnostics, personalised in-lesson practice, an AI tutor responsive to each student's specific learning requirements, and real-time performance data accessible to teachers, school principals, and the Ministry. The deployment will begin with a limited pilot and scale over time, with teacher oversight, aligned to the national curriculum, ongoing evaluation, and data protection built into the rollout.

The collaboration extends beyond the education system. The Ministry of Digital Development and Transport will co-lead the development of a national AI innovation ecosystem, including hackathons, Build Days, and structured R&D collaboration designed to position Azerbaijan as a regional hub for AI-native solutions.
