“STUDY IN AZERBAIJAN” project

Aim: To ensure the promotion of education for foreign citizens in Azerbaijan, provide relevant informational support to foreigners wishing to receive higher education in Azerbaijan, as well as to respond to inquiries sent to the email address and social media accounts of the “Study in Azerbaijan” (SIA) project. At the same time, foreign citizens who have been granted the right to study under the project are provided with assistance in resolving issues related to visas, migration, and accommodation in the Republic of Azerbaijan.
Information: The website studyinazerbaijan.edu.az serves as the official source of information on education for foreign students in Azerbaijan. The SIA portal highlights a wide range of issues related to higher education for international students in Azerbaijan. These include reasons for choosing Azerbaijan as a study destination, educational programs offered by higher education institutions at various levels and in different languages, scholarship opportunities, admission rules and procedures, information about graduates, statistical reports, and study conditions in Azerbaijan.
Scope: By a decree of the President of the Republic of Azerbaijan dated July 8, 2023, an educational grant program was established to support the education of foreign citizens at higher education institutions in the Republic of Azerbaijan under the “Heydar Aliyev International Educational Grant” program. Applications will be accepted for a period of 5 (five) years, beginning with the 2024–2025 academic year, with 100 educational grants awarded annually.
Under this program, citizens of member states of the Organization of Islamic Cooperation and the Non-Aligned Movement, countries belonging to the group of small island developing states, as well as countries inhabited by peoples and national minorities having ethnic, historical, and cultural ties to our people, will be able to receive education at various levels in higher education institutions of the Republic of Azerbaijan for a period of 5 years. The educational grant covers tuition, visa fees, registration fees, a monthly stipend, medical care, and international travel (one round-trip per year to and from their home countries), all of which are funded by the government.
Decrees of the President of the Republic of Azerbaijan No. 3457 of December 6, 2017, and No. 3567 of January 10, 2018, established educational grants for citizens of the member states of the Organization of Islamic Cooperation (OIC) and the Non-Aligned Movement (NAM), respectively, to pursue education in higher education institutions of the Republic of Azerbaijan. The issuance of these educational grants was carried out for a period of 5 years, starting from the 2018/19 academic year, until 2023.
Citizens of the People’s Republic of China, Romania, the Republic of Kazakhstan, Hungary, the Kyrgyz Republic, the Federal Republic of Somalia, and the Republic of Uzbekistan are eligible to study in Azerbaijan under intergovernmental agreements (IGAs) concluded as part of educational cooperation between the Republic of Azerbaijan and these countries. Under intergovernmental scholarship programs, the state covers tuition fees, dormitory accommodation, a monthly stipend, and medical care.
