Content and rules for organization of residency training

1. General provisions
 
1.1. The Present Rules are prepared in accordance with the Education Act of the Republic of Azerbaijan and creates conditions for the integration of higher medical education system of the Republic into the world education area, and international recognition of medical education documents issued in the country by establishing general requirements for residency training level and adjusting the quality level of education for the promotion of doctors/ specialists with the European medical education system principles.
1.2. The Present Rules apply to all higher medical education institutions and research establishments operating in the Republic, and specify the requirements for the content of residency training, relevant training programmes and training level of students;
1.3. Residency is a form of training of doctors/specialists implemented by virtue of basic higher medical education on medical specialties, and conducted based on medical training programs prepared in accordance with the state education standards and programs on the medical specialists that approved by the Cabinet of Ministers of the Republic of Azerbaijan.
1.4. Citizens of the Republic of Azerbaijan and foreigners with the basic higher education may study at the residency.
1.5. Residency training for citizens of Azerbaijan is provided at the expense of the state or on a fee-paid base.
1.6. The term of study in the residency for various medical specialists is determined based on the relevant training programmes and lasts from 2 to 5 years.
1.7. Persons, who have completed the residency training are granted the title of doctor.
 
2. Requirements for the content and organization of residency training
 
2.1. The residency is implemented in a full-time training form.
2.2. The content of training and minimum requirements for the content in the residency include the planning of doctor training process, form and methods for its implementation, the amount of academic loads, requirements for training programmes on the types and specialties of training. A teaching load in the residency training programme should not exceed six hours per week.
2.3. The resident shall be provided with theoretical training, medical training, lectures, classes, workshops, consultations, prophylactic works concerning the specialty and specialization subjects, and, etc.
2.4. A dimension of theoretical knowledge and preventive work of students in the residency is determined in accordance with training programmes and state education standards.
2.5. The curriculum in the residency training is prepared based on training programmes, and approved by the Ministry of Health of the Republic of Azerbaijan.
2.6. Training of doctor/specialist in the residency is carried out at education and research institutions and leading clinics defined by the Ministry of Health of Azerbaijan Republic as a basis.
2.7. The admission plan for residency training of Azerbaijani citizens is specified by the Ministry of Health of the Republic of Azerbaijan and approved by the Cabinet of Ministers by taking into account the needs for doctors/specialists in each specialty.
2.8. Training period in residency is included in the general and specialty length of service of the doctor.
2.9. Highly skilled expert (head - curator) with a scientific degree and academic title or without an academic degree and academic rank, appointed by the management of the institution conducting residency training, and confirmed by the Ministry of Health of the Republic of Azerbaijan bears responsibility for the training of doctors/specialists in each specialty. Each curator is allowed to manage up to two doctors at the same time.
2.10. In accordance with the individual work plan the resident should make a report to the Scientific Council (Medical Council) of institutions, and be attested by the Council at the end of each academic year.
2.11. The resident may be exempted from the residency training in case of failure the attestation.
2.12. A final examination of residents is conducted at the end of the training by the Attestation Commission, which is approved by the Ministry of Health of the Republic of Azerbaijan at the university. Residents, who have successfully completed the residency training, are issued an appropriate state pattern diploma.
 
3. Admission to the residency training
 
Admission to the residency training is conducted by the State Student Admission Committee of the Republic of Azerbaijan in the manner prescribed by the legislation.
