The work of International Cooperation department is based on Education Law of the Republic of Azerbaijan, “Regulations about the Ministry of Education of Azerbaijan Republic”, “Regulations about study of foreign citizens in Azerbaijan universities and sending of the citizens of Azerbaijan Republic to study in abroad” and other standard-legal acts.
International Cooperation department is working along with other structures of the Ministry and with educational institutions in the direction of determination of principal ways of international cooperation in general secondary education, higher and specialized secondary education spheres as well as scientific activity of higher institutions, control the fulfillment of principle ways of international cooperation, settle and fulfill all the issues regarding study of the citizens of Azerbaijan Republic in abroad at the state expense (within the  “State Program on education of Azerbaijani Youth abroad in 2007-2015” and intergovernmental agreements) and study of foreigners in Azerbaijan universities. 
 
Main functions of International Cooperation department:
The key functions of International cooperation department consist of below stated items:
- to provide realization of international cooperation with foreign countries, international organizations and foreign NGO's in the sphere of education in accordance with requirements of Education Law of the Republic of Azerbaijan, "State Strategy on development of Education in the Republic of Azerbaijan" and other standard-legal acts;
- holding of selection, regarding to study of Azerbaijani youth in abroad at the state expense, registration, execution of necessary measures on sending to educational institutions and control of studying process of selected students within the "State Program on study of Azerbaijani youth in abroad for 2007-2015", international agreements signed by the Ministry of Education of Azerbaijan Republic in abroad and other programs;
- execution of appropriate standard-legal acts, concerning the study of foreign citizens in Azerbaijan universities, studying international experience in this sphere and present an appropriate offers. 
 

Education for foreigners in Azerbaijan

 

The education of foreign citizens in higher educational institutions of the Republic of Azerbaijan is regulated by the "Rules of study of citizens of the Republic of Azerbaijan in foreign countries and foreigners and stateless persons in the Republic of Azerbaijan" approved by Resolution No. 125 of the Cabinet of Ministers of Azerbaijan Republic dated May 1, 2015.

Regardless of the subordination and the form of ownership, foreign citizens have the right to get an education in educational institutions of the Republic of Azerbaijan at all stages and levels of education, as well as to study at scientific research institutions at doctoral level of higher education, and to study at Clinical Centers at residency level of medical education. Only some foreign residents are studying at public expense on the basis of the relevant intergovernmental agreement, but the majority are studying on a paid basis according to the contract concluded with higher education institutions.

The majority of foreign students studying in our country are citizens from countries such as Turkey, Iran, Georgia, Russia, and the People's Republic of China. In addition, the citizens of the United States, Norway, India and other countries of the world are studying at different stages and levels of education. Azerbaijan Medical University, Azerbaijan University of Architecture and Construction, Azerbaijan State University of Oil and Industry, Azerbaijan State University of Economics and Azerbaijan State Pedagogical University are among the higher education institutions dominated by foreign students. Foreign students studying in Azerbaijan mostly prefer specialties like medicine, architecture, engineering, humanities.

The admission of foreign students to higher educational institutions of the Republic of Azerbaijan is implemented by higher educational institutions. On the basis of the changes applied to the legislation, the preparedness of foreigners for the relevant level of education and the level of knowledge of teaching language are examined by the educational institution selected by them. If they meet the requirements set by the educational institution, their admission to the educational institution will be formalized.

Foreigners coming to Azerbaijan in order to get an education should also follow the rules of residence. In order to get registered in the territory of the country and to keep the existing rules on the temporary residence, foreigners should become familiar with the State Migration Service rules of stay of foreign citizens in Azerbaijan, before entering the country.

Each higher educational institution is carrying out various activities aimed at attracting foreign students. In this context, we must underline the importance of the 2-year joint master`s degree project on the specialty of "Business Management", successfully implemented between "ADA" University and Maastricht School of Management in the Kingdom of the Netherlands, as well as collaborations established between Azerbaijan State University of Economics and the London School of Economics and Political Science, "ADA" University and the University of Glasgow, Azerbaijan State University of Oil and Industry and Heriot-Watt University.
